Your team

Within the Network Management Directorate, the Technology Domain develops and maintains Network Management (NM) Directorate’s mission-critical systems, including all NM ops systems, the related communications facilities and technical infrastructure, and supports the Agency’s IT solutions and services.

As IT Sourcing Specialist, the team member will contribute to the development and execution of the ICT sourcing strategy for the Agency. S/he will be responsible to implement efficient sourcing, vendor and contract management to achieve Agency’s strategic objectives.

Your role

Your role will be to:

  • Contribute to the development and execution of the IT vendor and sourcing strategy with a focus on developing an optimal sourcing to reach business objectives.
  • Lead technical procurement efforts (i.e. Call for Tenders (CFTs)), ensure the effectiveness and accuracy of specifications and execute the tendering process, up to the signing of the contracts.
  • Manage the full life cycle of technology contracts to maximize value for money and customer satisfaction, and enable digital transformation.
  • Contribute to the development of policies and methodologies for sourcing new services, products and goods.
  • Onboard new vendors within internal processes and collaborate closely with internal teams (i.e. Finance and Legal) to ensure compliance of contracts and funds availabilities.
  • Supply business entities with resourcing/outsourcing of services, products and goods, and ensure best use of these and compliance with commitments.
  • Assess vendor’s performance and customer’s satisfaction, and be the key point of contact for all parties (internal/external).
  • Support improvement programs to increase the performance and efficiency of outsourced IT services and contribute to the optimisation of the sourcing procedures.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University studies of at least 4 years or university studies of at least 3 years plus one year relevant professional experience.

  • Minimum of 3 years of relevant working experience.
  • Experience in IT sourcing, vendor and contract management.
  • Knowledge of the IT industry as well as the products and services provided by technology vendors.
  • Knowledge of standards contract terms (legal and commercial) and fundamentals of negotiation.
  • Knowledge or understanding of financial concepts, such as depreciation schedules, capitalization, return on investment, and total cost of ownership.
  • Stakeholder management skills.
  • Customer focus: You adapt services to respond to customer needs.
  • Communication: You are able to foster two-way communication.
  • Leading: You implement direction in line with strategic organisational goals.
  • Influencing: You taylor style and approach to impact others.
  • Organisational awareness: You are aware of the instruments driving the Agency’s objectives.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become users of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

  • Duration of appointment: This is an appointment for a determined period of 5 Year(s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.

    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
