JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Employment (SEM) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services.

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

The J26 Intelligence Systems Branch develops policy and guidance for the fielding, training, and operation of ACO intelligence systems; manages and administers ACO intelligence systems support; analyses and prioritizes user requirements; coordinates interfaces and optimizes sharing with other domains and functional services. (SAGE).

Within J26, this post is responsible to the Branch Head to harmonise and bring innovative solutions to the conduct of Intelligence and targeting Systems in ACO, to include Intelligence Requirements Management and Collection Management (IRM&CM), Joint Intelligence Surveillance and Reconnaissance (JISR) and Intelligence Support to Targeting (IST) related to the corresponding Intel System.

 

2. PRINCIPAL DUTIES

The incumbent’s duties are:

1)   Lead on developing and implementing JISR practices within J26 such that an appropriate framework supports Intel and targeting Systems across the division.

2)   Analyse complex issues, taking into consideration technical constraints, legal restraints, policy developments and best practices, and apply critical and constructive thinking to bring effective and innovative solutions to JISR and Intel Systems in the intelligence domain, which will affect the conduct of Intelligence Operations throughout and beyond ACO.

3)   Provide recommendations for Intelligence System programs such as INTEL-FS, ISR Collection Management Tool (ICMT), targeting systems and other future similar programs.

4)   Cooperate with the J2 Branches and other SHAPE organizational structures and stakeholders, to achieve a seamless conduct of all functions within the Intelligence Branches’ responsibilities. Interacts and coordinates with relevant counterparts from higher, lateral, and subordinate organizations as necessary.

5)   Monitor the application of Intel Systems doctrine and procedures and proposes amendments in close support with the other J26 positions. Develop and co-ordinate with other staff elements on related policies, concepts, doctrine, and directives within ACO. Is responsible for contributing to the development of the related NATO policy and to lead the development of pertinent ACO directives.

6)   Provide support to NATO courses as required.

 

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

1)   The incumbent may be required to perform like duties elsewhere within the organisation as directed.

2)   The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

3)   The post is designated a deployable post as part of a team in support of exercise and crisis management operations. (Up to 40 days normal TDY per year may be required)

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) JISR Systems experience.

2) Experience in monitoring applications.

3) Operational Intelligence experience.

4) Experience in identifying applications’ issues and performing statistical analyses.

2. Education/Training

University Degree  in information Technology and management, management information systems, computer science, business administration, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 2 years post related experience.

3. Language

English SLP 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

     1) ISR Collection Management Tool Experience.

     2) INTEL-FS experience.

     3) Targeting systems experience.

 

2. Education/Training

1) NATO Intelligence Course.

2) NATO JISR Operations Awareness.

3) NATO Intelligence Functional Systems Training (NIFST).

 

6. ATTRIBUTES/COMPETENCIES

1)   Personal Attributes: The provision of JISR experience and skills to integrate and develop the full support to the main Intel System Intel-FS and its new version Intel-FS Spiral 2, and the future needs.  Support typically includes analysis of the operational needs, making general or site-specific modifications, updating documentation, manipulating data, or defining enhancements. Support often involves close collaboration with the system’s developers and/or with colleagues specialising in different areas, such as Database administration or Network support.

2)   Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across SHAPE and also with all of the NATO Command Structure. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment

3)   Contribution To Objectives: The post will directly impact the achievement of NATO 2030 Projects. Indirectly, the post will also impact the Intelligence Systems development, modernization and integration.

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
