The objectives of this assignment are to compile a complete compendium that comprises a normative hierarchy of documents which covers all aspects of the JIU’s work – from governance to operations and administration. It is expected that the compendium will be made up of separate documents, including but not limited to: • Rules of procedure [for JIU meetings and decisions.] • Norms and Standards [for conduct of JIU reviews] • Internal Working Procedures [including work planning and operating manual covering the full life-cycle of JIU reviews -including roles and responsibilities] • Administrative procedures [including roles and responsibilities]. These documents must be based on existing documents such as legislative organ resolutions, decisions of Inspectors taken at formal meetings, and internal working procedures.
Qualifications/special skills
A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Qualifications in law, and/or audit, and/or business administration will be desirable. A minimum of three (3) years of relevant work experience in the secretariats of committees of UN legislative and/or governing bodies, and/or legal offices, and/or internal oversight offices in UN system organization Experience in research and preparation of policy documents is required.
