Org. Setting and Reporting

The incumbent reports to the UNRWA Internal Justice Committee, established pursuant to Area and International Staff Rule 111.5.
Responsibilities
Adjudicates applications submitted to the UNRWA Dispute Tribunal (DT) in accordance with the Statute and Rules of Procedure of the UNRWA DT by analyzing complex evidentiary records and legal issues. Drafts and issues judgments and interlocutory orders. Manages a significant case load comprising diverse administrative law issues. Conducts hearings, including taking witness testimony and ruling on oral motions.

Education
Advanced university degree (Master’s or equivalent) in law from an accredited educational institution. A first-level university degree in law in combination with two additional years of relevant legal experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 15 years of progressively responsible and relevant legal experience or the equivalent, within one or more jurisdictions is required. At least 10 years of judicial experience in the field of administrative law, including employment law, or the equivalent within one or more national jurisdictions is required. Advanced university degree (Master’s or equivalent) in law from an accredited educational institution or a first-level university degree in law in combination with two additional years of relevant legal experience may be accepted in lieu of the advanced university degree is required. Work experience in legal matters in an international organization is desirable. Relevant international legal experience outside UNRWA, and outside the country(s) of citizenship is desirable. Legal experience in two or more jurisdictions is desirable. Demonstrated experience managing a complex and heavy caseload is desirable. Significant experience in conducting evidentiary hearings, drafting judgments and/or other complex legal submissions is desirable. Experience on managerial/ supervisory level is desirable. Working proficiency in written and spoken Arabic is desirable.
Languages
Excellent command of written and spoken English is required. Working proficiency in written and spoken Arabic is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
