Job description

 

The project supports the Government of Laos in negotiating a partnership agreement with the EU on forest law enforcement, governance and trade (FLEGT). The agreement sets out the legal obligations and the measures to be taken by both parties to combat illegal logging and improve governance in the forestry sector. This participatory decision-making process involves government agencies, civil society organizations, the timber industry and local communities. The multi-stakeholder process is key to the FLEGT process. The current framework of a new EU regulation on deforestation-free products requires further technical advice particularly on adaptations in the existing Lao legal framework and value chain development.

 

Your tasks

 

  • Content-related, organizational and implementation works with government counterparts, civil society organizations, private sector and other implementing projects
  • Planning, steering and monitoring of activities and measures
  • Active involvement in knowledge management and result-based monitoring
  • Technical advice to the partners in the FLEGT Voluntary Partnership Agreement process and related EU policies, including e.g. support to the communication and strategic partnership with private sector and civil society representatives
  • Support to the development of future interventions to further develop a sustainable forest and wood-processing sector
  • Support in advising the Lao partner ministries regarding the revision or implementation of legal and political frameworks
  • Development and implementation of targeted capacity building measures for FLEGT stakeholders
  • Performing other duties and tasks at the request of the management

 

Your profile

 

  • Completed higher education (Master level) in Forestry, Environmental Management, Environmental Governance and Policy, Environmental Law, or comparable with emphasis on forest governance and policy
  • First work experience on FLEGT issues, forest governance and policies, capacity development for practitioners from government, civil society and private sector, preferably in Southeast-Asia and in international cooperation
  • First experience on forest and chain of custody certification, legal framework development, sustainable supply chains and value chain development
  • Experience with digitalization, organization of conferences / online events, social media
  • Strong in strategic and conceptual thinking
  • Proven analytical, communication and self-organizational skills
  • Demonstrated ability to work in intercultural teams and settings
  • Business fluency in German and English; knowledge of Lao or Thai language is an asset
