OVERVIEW OF THE FUNCTIONS OF THE POST

The Communication and Information Sector’s mission is to promote freedom of expression, media development and media literate societies, and to build knowledge societies through fostering universal access to information, innovation for sustainable development and the preservation of documentary heritage. (The role of this position does not include responsibility for UNESCO’s wider external communications, which is managed by the Division for Communications and Public Engagement.).

Under the overall authority of the Assistant Director-General for Communication and Information, the Director of the Division for Digital Inclusion and Policies and Digital Transformation (CI/DPT) and the Chief of Section for Universal Access to Information and Digital Inclusion (CI/DPT/UAI) and the direct supervision of the Senior Programme Specialist responsible for Open Educational Resources (OER) and digital competencies, the individual specialist will specifically undertake the following tasks:

Long Description

1) Support the implementation of the OER Dynamic Coalition (OER DC) activities: support the development of the OER DC Portal by providing backstopping for the development of the content and community building; and facilitate regional and intra-regional collaboration between stakeholders; ensure liaison with the Internet Governance Forum (IGF) on Dynamic Coalition activities.

2) Organize at least 3 Bilingual OER Dynamic Coalition Webinars: identification of themes, draft concept note, liaison with speakers and UNESCO CLD services, inputs to the moderation of the Webinars and implementation of follow up actions arising from these Webinars.

3) Support the development and implementation of Briefing Notes for the UNESCO OER Recommendation Implementation by assisting in their finalization, organizing awareness raising events and facilitating the organization of at least 2 workshops for the implementation of these tools.

4) Support the organization and implementation of the UNESCO OER Dynamic Coalition Advisory Group Meeting foreseen in November 2023. This would include supporting the debates, and reporting on outcomes as well as supporting the implementation of outcomes of this event, including global meetings of related to the implementation of the UNESCO 2019 Recommendation on OER.

5) Support the implementation of the ICT Competency Framework for Teachers/Harnessing OER project by liaising with at least 2 Member States with a view to supporting the facilitation of related capacity building, offering digital skills development for teacher trainers and/or trainers of instructors working with young people. This includes liaison with the ICT CFT Harnessing Network and support for its further development.

6) Assist in analyzing resource requirements and setting/adjusting resource mobilization targets, mapping of potential donors, drafting funding proposals as necessary and reaching out to potential partners.

7) Support backstopping in the framework of the activities related to digital inclusion and openly solutions.

8) Prepare news items, reports, synthesis notes, and briefings related to ongoing and future OER Dynamic Coalition projects, activities and events, and other programme documents; carry out relevant desk research.

Deliverables and timeline

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Masters or equivalent) in education, communication, social sciences or related field.

Work Experience

  • Minimum 2 years of relevant experience at the international level in education.
  • Experience in communicating project implementation actions and results in a Multilanguage context.

Skills/Competencies

  • Excellent communication skills, excellent writing skills.
  • Demonstrated ability to conceptualize issues and analyze data to compile and synthesize information in coherent and succinct formats.

Languages

  • Excellent knowledge of English and French.

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience implementing activities related to OER and UNESCO Normative Instruments.
  • Work experience in the establishment and maintenance of electronic collaborative working spaces for the implementation of activities in a multilingual and multicultural environment.
  • Experience working on activities related to ICT and Education in the UNESCO and /or UN Context.
  • Experience working in UNESCO Field Units.

Languages

  • Knowledge of Arabic, Chinese, Russian and/or Spanish will be an asset.
