The consultant will contribute to all evaluation deliverables for the evaluation progress towards a new generation of UN country teams and the evaluation of the UN Disability Inclusion Strategy. This includes, but is not limited to, draft and final inception reports, draft and final evaluation reports, all relevant dissemination products and other knowledge management products. Deliverables for both evaluations will be finalized by September 2025.

Duties and Responsibilities
Background The Secretary-General established the United Nations Sustainable Development Group System-Wide Evaluation Office to strengthen the oversight, transparency, accountability, and collective learning across the United Nations Sustainable Development Group. The System-Wide Evaluation Office commissions a small number of independent system-wide evaluations on strategic development issues to provide a credible evaluation input to system-wide policy and agenda-setting, as well as operational implementation and decision-making. Ongoing evaluations include a System-wide evaluation of country programme derivation from Cooperation Frameworks and UNCT configuration and an Evaluation of the United Nations Disability Inclusion Strategy. In the context of the reform of the UN development system, the United Nations Sustainable Development Group Principals requested “an independent system-wide evaluation on good practices and opportunities for improvement on country programmes derivation from, and alignment with, Cooperation Frameworks and UN country team configuration”. This evaluation on “progress towards a new generation of United Nations Country Teams” is being conducted by the System-wide Evaluation Office between July 2025 and June 2025. The United Nations Disability and Inclusion Strategy was launched by the Secretary General in June 2019 to provide a foundation for sustainable and transformative progress on disability inclusion through all pillars of the work of the United Nations. The Strategy envisioned an external assessment after five years of implementation. The System-wide Evaluation Office is conducting the evaluation during a 12-month period in five phases commencing in September 2024 and finalizing in September 2025. Specific responsibilities The consultant will perform the role of Evaluation Analyst to support the two evaluation teams (“New generation of UNCTs” and UN Disability Inclusion Strategy). The consultant will report to the respective SWEO evaluation manager for each assignment, under the overall supervision of the Senior Evaluation Officer. The specific responsibilities of the consultant will be as follows: • Contributing to the inception phase of both evaluations, including the preparation of a stakeholder map and other activities as required • Contributing to the data collection phase of both evaluations, including conducting desk research and analysis, data collection, key informant interviews, focus group discussions and other secondary research • Contributing to the analysis and reporting phase of both evaluations, including qualitative and quantitative data analysis and contributions to the final reports and annexes • Contributing to the dissemination phase of both evaluations, including preparation of graphics, presentations, and communication materials and support to the delivery of dissemination events • Managing liaison efforts with internal and external stakeholders • Assisting with the organisation of and participation in meetings with evaluation stakeholders, including minute-taking and transcription • Leading on logistical arrangements for evaluation missions and data collection • Leading documentation organisation and cataloguing • Other contributions, as required
Qualifications/special skills
• Advanced University degree in International Development, Economics, Political or Social Science or related discipline • A minimum of 1 year of experience in monitoring, evaluation, and research • Experience in supporting an evaluation team • Experience working within the UN system • Understanding of the UNEG Norms and Standards, including application of gender and human rights in evaluations • Skills in qualitative and quantitative data collection, analysis, and visualisation • Prior experience of use of artificial intelligence and large language models in research or evaluation is an asset • In-depth knowledge of NVivo (or another qualitative analysis software) is an asset • Strong communication skills with the ability to create user friendly graphics, presentations, and communication materials • Proven ability to produce high quality results to tight deadlines
Languages
Excellent writing skills in English. Knowledge of another UN official language is an asset
