The Directorate for Public Governance (GOV) is looking for a Junior Policy Analyst to contribute to the civic space work and/or citizen participation stream, by carrying out responsibilities in the area of research, analysis and drafting, programme management, co-ordination and development, as well as representation and dissemination, working both with OECD member and partner countries.
Within GOV’s Open and Innovative Government Division (OIG), the Open government, civic space and public communications unit aims at supporting governments in designing and implementing policies to foster transparency, integrity, accountability, and stakeholder participation by providing policy advice and recommendations, as well as capacity building support on how to integrate these core principles into public sector reforms.
The work stream on civic space:
The OECD launched an Observatory of Civic Space in late 2019 with the following aims:
· Monitor the legal, institutional, and policy frameworks in which CSOs operate in OECD Members and non-Members;
· Promote and protect civic space and citizen engagement and support countries in this endeavour;
· Provide a platform for dialogue between the OECD’s Working Party on Open Government (WPOG) and key civil society actors.
In 2022 the Observatory published a flagship report: “The Protection and Promotion of Civic Space: Strengthening Alignment with International Standards and Guidance”.
Under the overall supervision of the Head of Open and Innovative Government Division, the incumbent will report to the head of Open government, civic space and public communications unit.
Main Responsibilities
Research, analysis and drafting
· Contribute to research, analysis and drafting for country/regional policy reviews, policy documents, working papers on civic space / participation topics, as well as support the coordination of the internal review and approval procedures for these publications.
· Conduct and/or contribute to data collection and cleaning for surveys and analysis of survey responses.
· Contribute to policy recommendations for policy-makers, taking into account country context, good practices and comparative evidence from OECD member and non-member countries.
· In collaboration with colleagues, draft clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policy-makers and wider audiences.
Contribution to programme management, co-ordination and development
· Propose ideas and support developing concept notes for new work and analysis.
· Proactively contribute to effective and smooth project management, reporting and co-ordination across teams, divisions and directorates as relevant.
· Contribute to fundraising efforts as needed.
Outreach, representation and dissemination
· In collaboration with colleagues, contribute to briefing material and speeches for GOV and OECD leadership on the OECD work on civic space.
· Assist in the preparation of missions, international workshops and capacity-building activities in Member and non-member countries.
· Support the planning and implementation of the Division’s Programme of Work, including contributing to preparations for meetings of the Open government, civic space and public communication unit.
· Develop contacts with officials in national administrations, other international organisations and country delegations with the aim of building relevant networks.
· Actively engage in the dissemination of policy recommendations through a variety of channels and supports, targeting the audiences that will promote maximum impact.
· Collaborate within the Organisation on multi-disciplinary horizontal work relevant to the open government and civic space work.
· Keep abreast of policy issues and general developments in the areas of open government, civic space and public communication.
Ideal Candidate Profile
Academic Background
· Advanced university degree in international relations, public policy/administration, international law, social sciences, or similar.
Professional Background
· A minimum of two years of professional experience in research, analysis and project management/ implementation in domains related to civic space protection, ideally within a government administration, an international organisation, civil society, consultancy firm or an academic institution.
· Experience in or knowledge of the following areas: civil society sector, human rights law, media and information ecosystem, citizen and stakeholder participation, digital democracy and related challenges.
· Proven skills in policy analysis, interpretation of findings and in synthesising complex issues in analytical reports.
· Proven ability in writing analytical and policy-relevant publications that are clear, concise and reader-friendly for a variety of target audiences.
· Experience in managing relationships with government officials and in contributing to the organisation, agenda and outputs of international events, would be an advantage.
· Experience in the organisation of events and missions in an international context would be an asset.
Languages
· Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
· Knowledge of other languages (e.g. Spanish or Arabic) would be an asset.

Contract Duration
· One-year fixed term appointment, with the possibility of renewal.
· Monthly base salary starting from 5 221 EUR, plus allowances based on eligibility, exempt of French income tax

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen September 2023 and panel interviews are planned for October 2023.
