Duties and Responsibilities

BACKGROUND

UNRWA is modernizing its Refugee Registration Information System (RRIS) to align with updated international standards for civil registration to ensure unhindered, secure, and protected access to UNRWA’s services. This entails the creation of an individual client-based registration system with an integrated mobile platform for secure access to and updating of registration records by clients that will constitute the master database for all UNRWA service provision and verification of service eligibility. The current system holds the active files of 5.9 million registered Palestine refugees and 0.8 million other service eligible persons. The modernized system will also re-organise existing registration files to link these with historic archival documentation dating back to 1948.

Under the overall guidance of the Head of Refugee Registration and Eligibility Services and the direct supervision of the Business Analyst, the consultant will work on the following tasks:
• Support the Business Analyst in rolling out new initiatives that increase team efficiency and productivity.
• Conducting research and analysis to assist the Head of Refugee Registration and Eligibility Services with the process of business decision making.
• Execute the functional technical testing of Relief and Social Services Department (RSSD) systems and changes.
• Assist the Business Analyst in the User Acceptance Testing exercise for all new releases related to the RRIS Modernization project.
• Report to the Information Management and Technology Department (IMTD) all the problems faced by the Registration Team.
• Ensuring data integrity, accuracy, timeliness, and maintenance of RRIS.
• Undertaking detailed analysis of assigned RSS business processes, define application user requirements; develop relevant technical and functional specifications ensuring alignment of systems with business strategies.
• Collaborate and coordinate with teams and departments to ensure completion of business analytics.
• Develops and implements data management procedures and tools:
¿ Designs and implements record validation, reconciliation, and integrity maintenance procedures from error detection phase to error correction phase.
¿ Reviews and improves existing SQL queries.
¿ Analyzes record inconsistencies, formulates recommendations, and presents data findings and insights using statistical, analytical, and visualization skills.
¿ Produces and maintains dashboards and reports for stakeholders.
¿ Identifies operational issues and proposes data-driven solutions.
• Work on any other task as requested by their direct supervisor.

DELIVERABLES

For each month, each of the incumbents is expected to deliver the below tasks:
1 Perform User Acceptance Testing (UAT) for 4 RRIS releases 300 USD
2 Communicate any challenges encountered by the Registration Team to IMTD 87.6 USD
3 Submit at least 5 change requests to manage RRIS functionality 300 USD
4 Prepare list of ex-codes for quality assurance 60 USD
5 Produce data quality assessment for the extracted ex-codes 260 USD
6 Produce population report for the extracted ex-codes 180 USD

Qualifications/special skills

• A university degree from an accredited educational institution in computer science, or any engineering specialization, or a related discipline.
• At least 3 years of experience in business analysis or data analysis
• Experience in using a variety of software applications to support communication and collaboration, and to create and maintain requirements artifacts, model concepts, track issues, and increase overall productivity.

• Good knowledge of SQL;
• Good knowledge of statistics;
• Good knowledge of quality control and business/data analysis.

Additional Information

• The incumbents will be based in Beirut.
• The duration of the consultancy is 6 months with possibility of extension subject to availability of funds.
• Total remuneration of the deliverables is set at 1,187.60 USD per month.
