Your team

Within the Network Management Directorate, the EUROCONTROL Aviation Learning Centre (EALC) in Luxembourg supports European aviation by providing a unique and best-in-class learning experience aimed at aviation professionals.

The EALC provides a wide range of online and in-person courses, tools and services. The aim is to add value to stakeholders in the EUROCONTROL Member States and beyond, with a constantly expanding learning portfolio delivered across multiple learning channels.

This role provides a unique learning opportunity to grow into a skilled and accomplished training expert. As a junior training expert, you will work closely with experienced professionals, assisting in the creation and delivery of training programs. You will gain hands-on experience in a dynamic and challenging environment, expanding your expertise in different air traffic management areas. To begin, you will focus on Sustainability and/or Artificial Intelligence in aviation. Your role

As a Junior Training Expert, you will have the opportunity to acquire knowledge and skills by both, learning from experienced professionals and engaging in hands-on experiences to perform the responsibilities hereunder.

  • Conduct assessments and evaluations to identify training needs and (new) topics to be addressed by collaborating with stakeholders and business, analysing feedback, surveys, etc.
  • Deliver air traffic management (ATM) training including classroom and virtual courses to a wide range of stakeholders, in the domain of Sustainability and/or Artificial Intelligence.
  • Design and develop training in the domain of Sustainability and/or Artificial Intelligence, including manuals, guidelines and learning tools (e-learning, etc.) as required.
  • Apply agreed training standards and assess existing training practises; propose modifications to increase the satisfaction of course participants and continuously improve the effectiveness of learning.
  • Provide guidance and coaching to students, look for cost-efficient solutions while improving learning, etc.
  • Operate in an ISO certified environment and proactively explore ways and means to increase customer satisfaction.
  • Liaise with the training back-office, i.e. the Learning Management System (LMS “Learning Zone”) that deals with course and participant administration to improve the overall training.
  • Carry out any other tasks in line with the main purpose of the job.

To ensure successful completion of these tasks, it is crucial to focus on:

  • Effective course management to maximise customer satisfaction.
  • Internal relationship building to establish strong internal relationship between the Training Division and subject matter experts within the Agency.
  • Information management to centralise, maintain, store, etc. course material and information from the back-office (LMS “Learning Zone”).
  • ISO9001 Quality management standards to meet customers’ needs, ensure customer satisfaction and compliance with a quality management system.
  • Cost Efficient Solutions to prioritise and implement strategies to optimise expenses/efforts while maximising the use of resources with the desired training outcomes.
  • Risk mitigation to reduce operational risks (e.g. absence of presenters, short-term requests by customers) for training courses.
  • Project coordination or (short-term) project management to plan, manage and/or coordinate initiatives related to course and participant administration or performance of the training.

Required qualifications, experience & competencies

  • Completed university studies of at least 3 years in a relevant area.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • The position is available at level AD 5. In accordance with our Staff Regulations (Article 5), candidates should have up to two years of professional experience.
  • Understanding of or competencies in an aviation related domain, more in particular sustainability and/or Artificial Intelligence
  • Knowledge of the aviation sector/industry.
  • Experience in the use of collaborative platforms (e.g. MS Teams, SharePoint) and Office tools.
  • Presentation skills for both online and classroom training.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and, ideally at least, basic users of French at level A1. If not the case, the selected candidate will have to acquire level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
