The individual consultant will work closely with the Planning Officer and Green Growth Planning Project Assistant of GGGI, Department of Planning (DoP) of MPI, provincial governments (Vientiane Capital, Vientiane Provine, Champasak Province, Savannakhet Province), especially provincial Departments of Planning and Investment (DPIs), and other development partners to establish a strong network and to develop next 5-year PSEDPs. During the contract term, the consultant is required to conduct research, consult with stakeholders, add technical input to the consultation and drafting of PSEDPs, and provide technical guidance to GGGI team and DoP. The details of expected roles of the individual consultant are as follows:
1. Identify and analyze green growth gaps at the provincial level
Conduct situational analysis of 4 target provinces (Vientiane Capital, Vientiane Province, Champasak Province, Savannakhet Province) with a focus on green growth mainstreaming and NGGS integration. Review and assess current PSEDPs (Vientiane Capital, Vientiane Province, Champasak Province, Savannakhet Province) to identify gaps in green growth using the assessment framework developed during the NGGS review. Data collection will be needed to measure the gaps.
2. Identify green growth priorities at the provincial level
Based on the gap analysis results, consult with the provincial governments to identify prioritized green growth actions for next 5 years. This will require the consultant to consult closely with DOP and the provincial governments, especially provincial DPIs, to make sure the priorities align with the key direction of the next 5-year national and provincial development. Consultation workshops and technical discussions with the provincial governments will be required. Priorities of each province may vary in accordance with the specific socio-economic contexts, which needs to be reflected to the green growth priority identification. Identified green growth priorities will inform the development of 10th PSEDPs.
3. Add technical input to the 10th PSEDPs outline and table of contents
Based on the key findings of the green growth gap analysis and green growth priority identification, develop a guideline for the provincial governments which contains mainstreaming methodologies, green growth priorities, indicators and targets, suggested procedures and timeline, and a coordination structure. The developed guideline will be integrated into the main guideline that MPI develops which will further inform the provincial governments’ development of next 5-year PSEDPs.
4. Communicate and consult with stakeholders at the national and sub-national levels
Establish network and maintain close communication with key stakeholders for green growth gap analysis and green growth mainstreaming into next 5-year PSEDPs. Consultation with the key stakeholders will be required to collect data and information, to adjust the targets and goals, and to harmonize the priorities.
The key findings of gap analysis and green growth priority identification will need to be presented and discussed with key stakeholders including central and sub-national governmental entities in order to develop and confirm the green growth priorities that are agreed by every concerned party. The communication and consultation will take place in the form of regular and ad-hoc meetings and workshops.
5. Participate in drafting, refinement, and finalization of the 10th PSEDPs (main deliverable)
While the main body of the four 10th PSEDPs will be led by the provincial governments, the consultant will be required to participate in the drafting to ensure the drafts’ alignment with the 10th PSEDP development outline focusing on green growth mainstreaming. By providing technical comments and feedback to the draft, the consultant needs to ensure that the key green growth priorities are fully integrated into the next PSEDPs. The consultant needs to maintain close communication with DPIs of 4 target provinces under the project.
The objective of the assignment is to support the Planning Officer and GGGI Lao PDR country team in the review of National Green Growth Strategy (NGGS) implementation to identify gaps and opportunities for mainstreaming the green growth priorities in the next 5-year Provincial Social Economic Development Plans (PSEDPs) of the selected provinces (Vientiane Capital, Vientiane Province, Champasak Province, Savannakhet Province), and provide technical input in the update of PSEDPs focusing on the green growth policy and climate change.

Academic Qualifications
Experience
Since 2017, GGGI has been supporting the Lao Government’s transition to green growth through policy development, project delivery, and green investment mobilization. National Green Growth Strategy (NGGS) was formulated and endorsed with the efforts of GGGI in early 2019. GGGI is also working closely with central and sub-national governments to develop carbon market decree, NDC implementation plan, solid waste management strategies & regulation, and wastewater management strategies.
In alignment with these previous and ongoing efforts, GGGI plans to support the GoL in updating national and provincial socio-economic development plans and enhance green growth planning capacity of government officials through a Korean government-funded project, Scaling Out Sustainable Solid Waste and Wastewater Management to Improve Public Health and Environment in Lao PDR (Phase 2).
For successful project implementation, GGGI is seeking an individual consultant who can assist with the national and sub-national socio-economic development plan updates under the project above.
