LAO PDR: NATIONAL CLIMATE ADAPTATION CAPACITY BUILDING SPECIALIST

OBJECTVIES OF THE ASSIGNMENT

This consultancy is designed to support the government in mainstreaming climate change adaptation into prioritized sectors strategies and plans through establishing sectoral teams and strengthening their capacity on climate vulnerability and risks assessment.

SCOPE OF SERVICES

The National Climate Adaptation Capacity Building Specialist, henceforth called the “consultant”, shall undertake the following activities:

  • Undertake stakeholder mapping and develop a Stakeholder Engagement Plan for a gender and socially inclusive approach to focused sectoral adaptation planning. The Activity 1.2.1 of UNEP GEF National Adaptation Plan (NAP) regarding a roadmap for engaging all stakeholders will be considered to advance the NAP process and ensure complementarity.
  • Conduct a capacity needs assessment of established sectoral adaptation team members and EPF selected staff to identifying capacity gaps in terms of knowledge and understanding on climate risk and vulnerability assessment (CRVA) and approaches for integrating climate risks and adaptation into their sectoral policies and strategies. As part of the capacity needs assessment, the Consultant is required to conduct a review of three sectoral policies and strategies to identify whether they contain clear adaptation/resilience parameters (indicators).
  • Establish a baseline system and tool to monitor their progresses on capacity enhancement that is measurable.
  • Based on the identified gaps on teams’ capacity and sectoral policies, design training modules focusing on adaptation planning for: i) all sectoral team members and, ii) group of trainers (Training of Trainers or ToT)[1] for review and approval by GGGI and MoNRE.
  • Organize training events based on the approved workplan and training materials. UN Habitat’s specialist can also be invited as a resource person to deliver a session on CRVA to ensure alignment. Wider gender participation will be encouraged.

PROJECT BACKGROUND

Lao PDR is exposed to a wide range of climatic and non-climatic hazards including floods, landslides, droughts, strong winds, pest outbreak, as well as small-scale earthquakes. While its contribution to global greenhouse gases is relatively small, Lao PDR is vulnerable to the impacts of climate change due to its geographic and geophysical characteristics, high dependence on natural resources and agriculture, and low adaptive capacity.

Lao PDR has updated the Nationally Determined Contribution (NDC) in 2020 and has integrated the climate change adaptation into the 9th National Socio-Economic Development Plan from 2021-2025. However, during the updating process of the Lao PDR NDC, it was found that it was difficult to report the progress on the adaptation component due to absence of sectoral adaptation plan, targets and indicators in many key sectors. An exception is the health sector that developed and endorsed the Strategy on Climate Change and Health Adaptation 2018–2025 and Action Plans 2018 – 2020, which clearly define strategic directions to build resilience in this sector. Therefore, one of the targets set forth in the NDC 2020 is to enhance mainstreaming of climate change adaptation in sectoral strategy and with a results-based management framework established for key sectors such as agriculture and forestry, urban development, water resources, and energy.

The Green Climate Fund (GCF) Readiness Project entitled “Support for Mainstreaming Climate Change Adaptation into Sectoral Planning in Lao PDR” is designed to meet the key needs and barriers for adaptation planning in Lao PDR. The project was approved on 22 Nov 2022 and will run until 2025 with GGGI as a Delivery Partner supporting the Department of Climate Change (DCC) under Ministry of Natural Resources and Environment (MONRE) who acts as an implementing entity. The key deliverables of this Project are as the following:

i) Establish and operationalize the gender-balanced sectoral teams to coordinate the adaptation planning at the sector level.

ii) Develop and disseminate [three adaptation action plans namely 1) agriculture and forestry; 2) urban development; and 3) water resources.

EXPECTED DELIVERABLES

The consultant is expected to deliver the following tasks as part of the assignment:

  1. Inception Report that includes the proposed workplan and methodology for delivery of required outputs mentioned in the above section (i.e. Stakeholder Engagement Plan, Capacity Needs Assessment, training modules for sectoral team members and group of trainers).
  2. Stakeholder Engagement Plan for sectoral adaptation planning focusing on gender and socially inclusive approach that lists and briefly describes the key stakeholders from line government ministries, development partners, civil society organisations, etc. to be included and how to engage them in the various adaptation planning processes. The consultant shall keep a log of key stakeholder met and consulted as an attachment to this Plan.
  3. Capacity Needs Assessment Report that consists of Executive Summary, Introduction, Methodology, Findings on sectoral teams’ capacity and policy gaps as well as knowledge and capacity that will be built under UNEP GEF NAP and UN Habitat’s component, Conclusions, Recommendations, and Annexes. The final draft report will be shared with sectoral teams and GGGI at least one week before the validation/consultation workshop. Any comment or feedback received from the stakeholders will be taken into consideration to finalize this report as a final report.
  4. Two training modules focusing on climate change adaptation planning approaches to be conducted for: i) all three sectoral team members and ii) a group of trainers selected from the existing three sectoral teams.
  5. Final Training Report which consolidates data from each training session delivered. The Report shall include lists of all participants disaggregated by gender, pre-and post- training survey to assess knowledge learned.
  6. Final Completion Report which summarizes all key activities delivered, challenges and lessons learned, recommendations for similar work in other remaining sectors – energy and transport.

The consultant will work closely with GGGI Lao PDR team and DCC staff in coordination with other relevant Departments under the Ministry of Natural Resources and Environment (MoNRE), Ministry of Agriculture and Forestry (MAF), and Ministry of Public Work and Transport (MPWT). The consultant needs to be equipped with his/her own laptop computer and a desk at GGGI office will be provided for the consultant where available.

DELIVERABLES AND PAYMENT SCHEDULE

The payment schedule corresponds to the deliverables as follows:

  • All reports must be prepared in English (United States) in accordance with GGGI’s formatting requirement and submitted in electronic formats along with complete sets of raw data, research materials, and related information.
  • Costs related to multi-stakeholder convenings will be covered by GGGI and facilitated by DCC, MoNRE.
  • The consultant is responsible for his/her own travel within Vientiane Capital and no transportation cost will be covered by GGGI.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • The final report must be approved by the GGGI with the agreement of the Ministry of Natural Resources and Environment.
  • The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the revised versions of the report reflecting comments made as relevant.
REQUIRED QUALIFICATION

The consultant is expected to meet the following selection criteria:

  • Hold a Master degree or higher in environmental science, climate change or other relevant areas.
  • Have a minimum of 10 years work experience related to climate adaptation capacity building and development.
  • Have at least 5 years in leading or implementing climate adaptation tools e.g., vulnerability and risk assessments and strategic planning at the sectoral or country levels.
  • Have solid experiences working on climate change adaptation in the sectors of Agriculture and Forestry, Water Resources and Urban Development is a plus.
  • Have a track record in delivering similar capacity building in Lao PDR and ASEAN countries.
  • Ability to systemize, analyze and present data.
  • Ability and experience in leading and conducting training programs.
  • Awareness of local and international best practices in the field of climate adaptation will be an advantage.
  • Strong report writing expertise and excellent written and spoken English.
  • Demonstrated ability to cooperate with stakeholders, including government agencies.
