Program Overview for the Sustainable Cities & Transport Program

About your role:
The Transport Program at the WRI India Ross Center seeks an expert on PMEL (Planning, Monitoring, Evaluation and Learning) to work with and support research focused on mobility solutions to add India’s low-carbon transition, that are equitable and just. The selected candidate will work with the senior leadership of the Transport Program to strengthen its PMEL efforts. This would include learnings from the peer organizations, assisting in training and disseminating knowledge, to build a broad cohort of expertise across the Program. One of the pre-requisite for this position would be to understand the Theory of Change (ToC) and Results Framework (RF) for the key verticals of work thatincludes designing safer streets in Indian cities, equitable electric mobility solutions and supporting the electric vehicle transition in India.
A key part of the role is to support the institutional understanding and integration of PMEL principles and approaches to our work, and to establish best practices in monitoring and evaluation. The selected candidate will help with the planning and reporting process that is used to set strategy and recommend actions to better measure and capture impact. The selected candidate will ensure effective monitoring and evaluation frameworks are adopted to understand the outcomes and impacts of our work, and that there are iterative feedback loops to incorporate learning into the strategic planning process.
Apart from developing the MEL framework for the program, the role entails collaboration with the selected project teams to integrate the PMEL into ongoing and upcoming projects. The aim is to improve the robustness of our research and assess how our efforts are achieving the desired impact. In this role, the selected candidate will also contribute to topical workshops, team retreats, and learning events.
How your day will unfold:
The job responsibilities are divided into three broad areas:
PMEL Technical Support:
  • Conduct a rigorous review of the portfolio (current and new proposals) to integrate MEL principles from the conceptualization stage
  • Assist the project teams in mainstreaming PMEL to inform research methodologyand funding proposal development
  • Offer PMEL support to project teams, that will include program design, development of theories of change, building measurable indicators, and establishing monitoring (and learning) processes
  • Provide guidance to team leadership on PMEL approaches and offer knowledge sessions, as needed
  • Serve as an internal reviewer of publications related to monitoring and evaluation.
  • Assist program leadership with program evaluations – establish a review cycle, identify key evaluation criteria, develop robust evaluation methodologies.
Program Management:
  • Understand the program’s long-term strategy, key projects, and deliverables to develop the milestones.
  • Strengthen review processes and follow up on the key action points with the project leads.
  • Analyse and produce reports for program leadership to measure, evaluate and inform progress against strategic objective.
  • Support reporting on project deliverables and outcomes to donors and other internal and external stakeholders.
Qualifications and requirements we seek:
  • Ten+ years of relevant, full-time work experience with demonstrated involvement in PMEL, strategy and project design.
  • Master’s /advanced degree in public policy, economics, political science, environmental studies, or related field.
  • Demonstrated experience and expertise in program design and monitoring, evaluation and learning, developing theories of change, strategy development, results frameworks, change management or related subject areas.
  • Demonstrated experience conducting gender analyses, political economy analyses, baseline assessments, or other project or program planning assessments.
  • Extensive experience utilizing good practices in identifying the rationale for the research methodology, developing protocols and safeguards for data collection and management, communicating results transparently, etc.
  • Strong quantitative and qualitative analytical skills.
  • Excellent communication skills – both written and oral.
  • Attention to detail.
  • Demonstrated experience in working on multiple projects.
  • Demonstrated experience in working with the team and independently.
Salary and Benefits: 21,00,000 to 25,00,000 INR
