Duties and Responsibilities
Under the supervision of the Head of the Investment Policy Branch, DIAE, the consultant will assist in the preparation of an “Investment Facilitation Digital Monitor” for the members of the SACU (Botswana, Eswatini, Lesotho, Namibia and South Africa) and in the strengthening of investment facilitation policies and digital tools therein. The consultant will also perform research on selected investment policy-related issues and contribute to the monitoring of investment policy trends in selected regions or thematic areas. In particular, the consultant will:
(a) Review laws and regulations on company establishment in SACU members, proceed to a complete mapping of relevant procedures, and benchmark information portals and online single windows for company establishment against the criteria established by UNCTAD’s Global Enterprise Registration ratings;
(b) Assist in organizing a regional stakeholders’ workshop to present and discuss the role of investment facilitation promoting investment for sustainable development as well as the “SACU Investment Facilitation Digital Monitor” and its findings to policymakers from SACU countries.
(c) Assist in providing SACU countries with policy advice on how to improve their investment facilitation efforts, both by streamlining relevant procedures and by enhancing the use of digital investment facilitation tools;
(d) Assist in the monitoring and collection of newly adopted investment policy measures in member States of the United Nations for entry into the Investment Policy Monitor database;
(e) Assist in the organization of the sessions of the World Investment Forum 2023 under the responsibility of the National Policies Section;
(f) Assist in the preparation of other outputs of the section, including investment policy monitors and other reports on investment policy trends and investment facilitation;
Qualifications/special skills
Advanced degree, master’s in Law, Economics or Public Policy is required.
At least 2 years working experience in research activities related to economic policies, company law or business operations is required.
Experience in international investment is desirable. Experience working in an international organization is an advantage.
Languages
Fluency in written and spoken English is required, fluency in written and spoken French is desirable, fluency in written and spoken Spanish is desirable.
