Duties and Responsibilities
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. The West Bank Field Legal Office (FLO) provides legal advice and support to the Director of UNRWA Operations, West Bank, the Deputy Directors for Support and Programmes, Chiefs of Programmes and Heads of Department on a variety of legal matters related to UNRWA’s operations in the West Bank including East Jerusalem, in coordination with UNRWA’s HQ Department of Legal Affairs. The Legal Consultant will be part of a team that provides this legal advice and support on a variety of multidisciplinary legal matters, including: contracts /agreements; personnel issues; and privileges and immunities. DESCRIPTION OF DUTIES AND RESPONSIBILITIES Under the supervision of the Head Field Legal Office, the Legal Consultant will carry out the following duties and responsibilities: – Draft, review and assist in the negotiation of all types of Field-related contractual modalities, including contracts for the procurement of goods and/or services, use of land, lease agreements, memoranda of understanding with partners and funding agreements and other legal documents related to the Field operation; – Provide legal advice, correspondence, opinions, research and other assistance on matters related to diverse legal issues; – Review investigation reports and proceed with necessary due process steps, including assisting the Head Field Legal Office in the provision of legal advice regarding disciplinary measures; – In coordination with the Head Field Legal Office, and, as necessary, with the Department of Legal Affairs (DLA), assists in the provision of advice on the status, mandate, privileges and immunities and related responsibilities of the Agency and its personnel in the Field; – Perform any other duties that may be assigned, including general support to the FLO.
Qualifications/special skills
– University degree in Law from an accredited educational institution. – Minimum two years of international experience practicing law – Experience communicating complex legal issues to audiences who do not have the technical background – Experience drafting complex legal arguments.
Languages
Fluency in written and spoken English.

Conditions of Service: – The consultancy is for full-time work; – Remuneration is $4,000 USD paid monthly, with 1.5 days leave per month; – The incumbent will be based in East Jerusalem.
