BACKGROUND
Sustainable Development Goals 16.9 is about achieving legal identity for all. Migration intersects with legal identity in many ways. Research has shown that proper identification for the inclusion of migrants in local communities and economies have potentially transformative impacts. These impacts accrue because of the multiple benefits of a legal ID, including improved access to humanitarian assistance, education, payment, and financial services, and even mobile telephone SIM registration. Legal identity can act as foundations and support for Digital Identity and Civil Registration, as well for other specialized (functional) ID’s, and can be interoperable across different platforms. The extension of legal identity coverage can also benefit host communities in hard-to-reach and border areas. However, lack of legal identity can lead to obstacles to immigration related procedures such as obtaining a permit to stay or being granted a visa, accessing resident status once abroad limiting access to employment, family reunification and other rights. Irregular and forcibly displaced international migrants may leave documents behind when fleeing, lose or intentionally destroy them during the journey, or see them confiscated by smugglers or officials.

The national consultants will be working under the direct supervision and guidance of the Chiefs of the Demographic and Social Statistics Section (DSSS) and Social Policy Section (SPS) under the overall supervision of the Director of the African Centre for Statistics (ACS) and Director of Gender, Poverty and Social Policy Division (GPSPD) at UNECA in Addis Ababa. Duties and Responsibilities

a. Conduct the literature review on access to legal and digital identities for migrants in their respective countries. The review should address the existing policy recommendations and reports of the main stakeholders
b. Administer research tools to assess the comparative advantages and capacity gaps, risks and limitations in the field of digital identity in East and Horn of Africa with respect to access and effectiveness of these systems for migrants, particularly with respect to how effectively these systems facilitate migrants’ access to public services. Also, there will be a need to consult with a range of Member States to consider their perspectives. UN legal jobs in Ethiopia
c. To assist the senior consultant in the consultation with Member States in the East and Horn of Africa region on their existing support programs on legal and digital identities, their priorities as well as their gaps in access for migrants.
d. To administer the research tools to undertake a mapping of the existing stakeholders on digital legal identity, their mandate and implementation capacities, including UN Legal Identity Agenda Task Force, World Bank Group (ID4D and beyond), ICAO, WFP, UNICEF, UNDP, WHO, UNFPA, UNECA; EU and EU agencies; and others.
e. Organize and participate in the national and regional Capacity Building Workshops.
f. Any other activities related to the project as requested by the senior consultant or the Chiefs of the Demographic and Social Statistics Section and Social Policy Section. UN legal jobs in Ethiopia

UN legal jobs in Ethiopia Qualifications/special skills

An advanced degree (Master’s Degree) in Social Science, especially in any one of the following: sociology, demography or migration studies is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Full computer literacy, including familiarity with research tools in migration studies. Strong qualitative and quantitative research and analytical skills, competent use of social studies data analysis tools such as SPSS or Stata is desirable. Strong analytical, writing, and presentation skills.
A minimum of 5 years of demonstrable experience in undertaking research, especially collecting data, analyzing qualitative and quantitative data and writing. UN legal jobs in Ethiopia

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in oral and written English is required. Knowledge of the other is desirable.
