Org. Setting and Reporting
The Head of the ITC EU Liaison Office will be directly supervised by Chef de Cabinet in the Office of the Executive Director. General guidance will be provided by the ITC Funder Focal Point(s) for the EU as well as the ITC’s Deputy Executive Director. The goal of this job function is to: • ensure an effective management and positioning of ITC relations with the European Union in Brussels. • Contribute to fundraising for ITC programs and activities facilitated through Brussels. • Management of the ITC relationship with Brussels based bilateral and the other relevant stakeholders, including the Office of African, Caribbean and Pacific States (OACPS) and WCO as well as the Belgian Government. • Represent and promote ITC’s interests within the Commission services and leadership as well as other Brussels based stakeholders relevant to ITC fundraising and strategic goals, while playing a pivotal role in securing project funds from European Union institutions and programmes.
Responsibilities
Managerial duties and responsibilities • Ensure efficient running of the ITC EU Liaison Office in Brussels including financial, programmatic, representational, liaison, reporting and administrative. Technical duties and responsibilities Organize and support ED and Senior Management EU missions and on-line interactions with important Brussels based stakeholders • Identify and assess opportunities for high-impact missions to Brussels, and for on-line engagements • Prepare proposals for mission schedules, and organize meetings and interventions in discussion with HQ • Collect information and prepare briefing notes on topics specified by OED/Cabinet • Prepare regular office reports for OED/Cabinet and SMC • Prepare briefings, minutes, and execute follow-up • When required coordinate EU Brussels mission to ITC Geneva Strategic advocacy and lobbying within important EU processes, committees, working groups, reports and events • Build and maintain relationships with EU policymakers, MEPs (Members of the European Parliament), Commission officials, EU Council Representatives including Member States’ Permanent Representations to the EU, and other relevant stakeholders. • Build awareness of ITC and its mandate among key EU and other Brussels stakeholders • Identify engagement priorities/opportunities and design/execute ITC events and events’ participation in collaboration with relevant ITC teams • Represent and make statements on behalf of ITC to ensure that ITC, and /or development opportunities linked to MSME and trade development are recognized, considered and strengthened Collect and convey opportunities for EU funding with Cabinet, SMC and ITC subject matter experts • Develop a network of contacts to provide ITC with timely strategic and operational intelligence in collaboration with the EU funder focal point • Analyse information received and timely conveyance of key messages through selected channels in line with the needs of the audience • Support the development and submission of funding proposals by ITC teams to ensure alignment with EU funding priorities • Train and advise ITC internal teams on EU funding mechanisms and application processes. • Develop and maintain a resource library of EU funding guidelines, templates, and tools. Coordination for programme/relationship management with EU Commission services • Ensure that ITC missions to Brussels are coordinated and visible to ITC Senior Management • Support troubleshooting and relationship management for ongoing ITC programmes • Organizing, in collaboration with the ITC EU Funder Focal Points, regular meetings of the EU Self-Help Group within ITC. Build and strengthen relationships in relevant Brussels-based trade and development bodies • Establish and nurture partnerships with other UN entities in Brussels, NGOs, private sector entities, think-tanks and other relevant organisations (inc. WCO and the OACPS) to enhance funding prospects • Support the EU Funder Focal Point for Belgium in coordinating and organizing missions, fundraising and liaising with representatives of Belgian Government institutions as required

Education
Advanced university degree in international relations, development studies, economics, management, international trade, law, social sciences, communication, or related disciplines. A first-level university degree in the above subjects, in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 7 years (9 years with a first level degree) of relevant work experience in a multilateral organisation or diplomatic service is required. Experience working directly with Brussels-based stakeholders and EU programmes/institutions is required. Experience in strategic and operational planning, analysis, management advisory services, communication with funders and partners is required. Experience in representing an organization and/or establishing organizational partnerships is required. Experience producing communication materials and/or briefing notes is required. Experience in building, strengthening and managing long-term client and stakeholder relationships is required. Experience in international trade and/or development aid is required. Experience in resource mobilisation and advocacy is desirable.
Languages
For the post advertised fluency in English and knowledge of French is required. Knowledge of another EU language would be an asset.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
