JOB DETAIL

The Livelihood and Food Security (LFS) Project Manager is responsible for the implementation of LFS projects and activities in eastern Ukraine, in line with NRC’s strategy and standards. The position encompasses team management, project cycle management, capacity building, partnership management, ensuring integrated programming and coordination with key stakeholders. The position reports to the Area Programme Manager, with technical guidance from the LFS Specialist, and is responsible for the overall management of the east area office LFS team.

Generic responsibilities:

  • Line management of project staff
  •  Adherence to NRC policies and donor requirements.
  • Contribute to the development of Country, Area and LFS strategies, initiate and participate in the development of relevant LFS projects.
  • Coordinate and manage LFS project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the Area Manager, Area Programme Manager and the LFS Specialist.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Develop and manage project budget (in cooperation with PDM/Specialist) and coordinate across CCs.
  • Ensure capacity building of project staff and transmit key knowledge and skills.
  • Liaise and collaborate with relevant partners, local authorities and other key stakeholders.

Specific responsibilities:

  • Program Design and Planning:
    – Analyse and collect relevant information linked to LFS in the area of operation and identify key trends and needs.
    – In consultation with partners, staff, area office management, LFS Specialist and Cash and Markets Specialist, contribute to the development of new interventions based on identified needs.
  • Partnership Management:
    – Build and maintain strong relationships with partners, ensuring effective communication, collaboration, and coordination throughout program implementation.
  • Program Implementation:
    – Oversee the implementation of food security and livelihoods programming, including interventions in cash and voucher assistance and market based programming, ensuring adherence to program design, standards, and protocols.
    – Lead field colleagues and partners in the planning and execution of food security, cash and voucher, and market support interventions ensuring that implementing teams are aligning with associated programmatic standard operating procedures (SOPs).
  • Monitoring, Evaluation, and Learning:
    – Support and collaborate with NRC’s Monitoring, Evaluation and Learning (MEL) Team in conducting baseline assessments, post distribution monitoring, and relevant analytical activities and ensure the accountability
    – Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.
  • Team leadership:
    – Line management of staff in line with NRC procedures, ensuring NRC is a great employer to work for.

Generic professional competencies:

  • Relevant university qualification (e.g. agriculture, economics, project management, or related field).
  • At least 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context and LFS programmes.
  • Proven experience in emergency food security, livelihoods and/or cash and markets programming
  • Experience in management of activities, staff and budgets.
  • Documented results related to the position’s responsibilities
  • Experience working in complex and volatile contexts
  • Excellent communication, interpersonal and reporting skills, both written and oral.
  • Knowledge about own leadership skills/profile
  • Fluency in English, both spoken and written is required.

Context/Specific skills, knowledge and experience:

  • Prior experience in livelihoods and food security programming in Ukraine
  • In depth knowledge of the humanitarian context in Ukraine
