NRC livelihood unit works to support the refugees from Ukraine and vulnerable groups in acquiring market-oriented skills, job linkages, entrepreneurship, and other activities that contribute to the resilience and self-reliance of the targeted community. The post holder will be part of the NRC Moldova Area Office team, under the management of the Livelihoods Project Manager. The purpose of the Livelihoods Coordinator position is to implement delegated aspects of the Livelihood portfolio for NRC’s Moldova office. NRC is looking for a suitable candidate with strong technical, behavior, and English competencies with a desire to improve the economic situation of the populations we are targeting. •     Project Implementation: Responsible for the overall implementation of the project (Business training and grants, job counseling and placement, vocational training) and ensure activities are delivered timely as per the work plan and in accordance with Donor requirements, NRC policies, and Standards of Procedures (SOPs).
•     Budget management: ensure budget management and submit regular spending plans; develop workplans for the field teams and follow up with progress on a daily basis; budget holding when delegated this responsibility; develop procurement plan and ensure all procurements are done in time; contribute to proposal and budget development.
•     Reporting: contribute to provide monthly activity reports and donor reports.
•     Donor compliance: ensure donor rules and regulations are followed and all necessary documentation is in place and backed up as needed.
•     Responsible for the quality of the program: quality of data collection and distributions are according to SoPs with correct accountability measures in place
•     M&E: With support from the Livelihoods PM and M&E, ensure that the following activities are implemented according to the workplan: market assessments; beneficiary assessments and verification; PDM surveys; and endline surveys. Ensures reporting tools are in place for daily tracking of activities/trainings/distributions.
•     Overall coordination of participants selection process; ensures there is a communication strategy with participants in place; ensures there is a functioning complaints mechanism.
•     Support in identification and procurement of training service providers, while putting in place systems to ensure quality
•     Oversee the use of different implementation modalities, including implementation through partners and direct implementation.
•     Take informed decisions over the implementation modality based on market assessments and price monitoring.
•     Coordinate with the Logistics, Finance and Security departments to organize activities
•     Represent NRC in external meetings as needed, primarily with LIWG and any governorate-level coordination mechanisms on Livelihoods.
•     Cooperate closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside livelihoods.
•     Apply NRC Community Engagement Approach and hold staff to account
•     Support identification of financial service provider(s) for cash distribution
•     Contribute to design and implementation of business-focused, employment-focused, Vocational training, language training and soft-skills training programmes.
•     Oversee market assessments, mapping, and contribute to analysis.
•     Adhere to NRC policies, guidance, and procedures.
Generic professional competencies for this position: 
•     Minimum 2 years of experience working on Livelihoods project implementation position in a humanitarian/recovery context.
•     Documented results related to the position’s responsibilities.
•     Knowledge about own leadership skills/profile.
•     University degree or higher education relevant to the assignment (social services, economics, management). Proven work experience will be considered as a substitute for formal education.
•     2 years’ experience implementing Livelihoods projects within a humanitarian/recovery context.
•     Previous experience working in complex and volatile environments
•     Familiar with the line management of staff and work plan coordination
•     IT competencies including MS Office
•     Fluency in English, Romanian, and Russian both verbal and written

Context related skills; knowledge and experience 
•     Experience with market assessment approaches
•     Experience with small-scale income-generation activities
•     Experience with community-based projects/activities
•     Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
•     Skills in monitoring and evaluation would be beneficial.
•     Experience with multi-sectoral and integrated Livelihoods programming
•     Professional knowledge of cash transfer modalities/systems.
