Background

NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC’s East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.

Role and Responsibilities

The purpose of the project officer is to implement a resilience project in Galmudug State with the LFS team at the area office level.

Generic Responsibilities:

  • Management of Joint Resilience Project Food system
  • Implement plan of action for the project (activities, budget and project documentation)
  • Day to day follow of progress in project implementation.
  • Ensure compliance with NRC policies, FS CC tools, handbooks and guidelines
  • Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement in FS CC
  • Prepare periodic progress reports and other documents.
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local authorities and stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

  • contributes that the Livestock projects implementations are carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanisms.
  • Assist in project management and timely implementation and ensure compliance with the donor agreement and project proposal, proactively notifying the Project manager and team Leader if issues arise.
  • Contributes to the set-up and conduct of livestock needs assessments in the Area of responsibility by using the standard livestock approach and internally established tools for Livestock program and procedures.
  • Conducts regular monitoring of the LFS livestock interventions based on the internally established tools and procedures.
  • Contribute to the elaboration of environmental and social impact assessments for the individual measures to be implemented.
  •  Give training on climate smart agriculture for project beneficiaries including sensitizing of climate change and its adaptation.
  •  Monitor and document the project progress, lessons, good experience and impact with the community representatives and ensure that all documentation of the Project is promptly and correctly filed and archived, as necessary.
  • In consultation with team leader and field Coordinator coordinate with relevant local authorities and stakeholders.
  • Contribute for the operational activities of Food Security and Livelihoods such as Joint Resilience Project activities in Galkayo and Dhusamareb.
  • Lead Beneficiaries selection, registration, and verification in transparent manner.
  • Lead/conduct community mobilisation/consultation meetings and beneficiary selection.
  • Beneficiary enrolment in TVET/skills training programmes and support development of competitive business plans.
  • Organize and conduct Income generation activity training, Village saving Load Association Approach (support the selected Bnfs development of business plans).
  • Make sure the LSF project are addressed and consider gender equality, disability issue.
  • Represent NRC in the coordination forums, Sectoral and Cluster meetings for the Joint Resilience project.
  • Contribute in explore opportunities for resilience programming in Galmudug.
  • Integrate FS CC with other CC programs and other area FS teams in Somalia.
  • Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Technical Unit.
  • Prepare quality weekly updates and monthly reports that meet standards and timelines.
  • Ensure proper program and donor visibility in the project sites.
  • Work closely with M&E to carry out data analysis and interpretation exercises with the project team to inform programming and advocacy.
  • Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Technical Unit.
  • Prepare quality weekly updates and monthly reports that meet standards and timelines.
  • Ensure proper program and donor visibility in the project sites.
  • Work closely with M&E to carry out data analysis and interpretation exercises with the project team to inform programming and advocacy.
  • Any other work assigned by line manager.

Professional competencies

Generic professional competencies

  • BSC in Agronomy, Irrigation Agronomy, Plant Sciences, Crop sciences, Arid land agriculture, Extension, and other related disciplines
  • At least  3 to 2 years’ experience from working as Project officer in resilience project implementation position in a humanitarian/recovery context.
  • Previous experience and knowledge of the pastoralist system and livelihood of the Somali communities.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Knowledge of basic computer skills (MS Word, Excel and Power point)
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

  •  Knowledge of the Galmudug context in relation to FS, livelihood and resilience
  •  Knowledge of the local language (Somali) – if different than English
  • Experience with start-up, exit or similar project phases
