The purpose of the assignment is to provide video shooting and editing services for a campaign on immunization. The aim of the campaign is to spread key messages on the benefits of immunization through digital platforms in collaboration with local social media influencers. The campaign materials are scheduled for use in April, particularly during World Immunization Week, with a focus on reaching parents of children aged 0 to 6 years.
Azerbaijan maintained high national immunization coverage rates until 2019. However, at the sub-national level, some districts experienced lower coverage due to the piloting of healthcare reforms in these areas, although this did not significantly impact national averages. Since 2020, Azerbaijan has faced a decline in immunization coverage. The COVID-19 pandemic disrupted immunization services, significantly affecting DTP1 and DTP3 coverage rates, which dropped to 79% and 82%, respectively, in 2020.
There are significant regional (sub-national) variations in coverage in immunization throughout the country. The officially reported data on vaccination coverage by districts shows an increase in the number of children who did not receive DTP1 and DTP3 doses in 28 districts in 2022 compared to the previous year.
According to the Ministry of Health’s report, 281 measles cases were reported in 2019. However, from January 1, 2023, to December 31, 2023, the number of registered cases surged to 13,207, with 10,782 of these occurring among children aged 0–17 years. In response to this outbreak and to enhance preparedness for future infectious disease outbreaks, UNICEF has implemented several initiatives to support strengthening of immunization programme in close collaboration with the Ministry of Health.
The objective is to identify an individual to produce video content for UNICEF Country Office in Azerbaijan aimed at promoting immunization-related key messages on digital platforms.

The consultant is expected to produce up to 4 videos of high technical quality and aesthetic calibre for inclusion in various UNICEF products and dissemination to media outlets and partner organizations.
Videos will be used through UNICEF platforms and, UNICEF website, by influencers involved in the immunization campaign, as well as local partners.
Expected products include image and video acquisition into UNICEF’s WeShare Digital Asset Management archive/permanent collection for use in internal reports, UNICEF Country Office in Azerbaijan and Europe and Central Asia Regional Office’s social media channels, distribution to external media and partner organizations.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
