Background:
In 2023, the OSCE Mission in Kosovo (Mission) Department for Security and Public Safety (DSPS), is implementing the project on ‘’Further enhancing community safety forums and increasing public confidence and satisfaction in policing (phase V)’’. The project foresees implementation of several activities, which contribute to the achievement of the overall goal of the project to ensure that all communities and under-represented groups, including women and youth, access and participate in community-safety mechanisms and increase confidence in community policing.
In October 2023, the Community Safety Development Section (CSDS) will support the request of the Ministry of Internal Affairs (MoIA) in organizing an advanced training on the following topics:
• Analysis of public safety statistics;
• Methodology for drafting reports and analyses;
• Compilation of analytical reports; and
• Analysis of research reports.
After the completion of the training, ten (10) participants from MoIA are to be certified. The purpose of the training is to be delivered by local expert aiming to advance the capacity of MoIA officials in drafting analytical public safety reports for the MoIA Division for Research, Analysis and Statistics. The training package will also contain thematic lectures and targeted discussions on analytical reports and analyses and dissemination of reports.
The training should be conducted by an external local expert, who will be hired through SSA contract.
Objective of Assignment:
Building the capacity of MoIA officials through organizing advanced training on drafting analytical reports for effectively addressing the issues of analytical reports and Analysis of research reports needed in their respective ministry.
Duration of Assignment:
The local expert will be hired for seven working days.
Tasks and Responsibilities:
Under the supervision of the CSDS Activity Manager, the local expert will familiarize the MoIA participants with techniques of analytical reports, analysis and statistics.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
