The position is based under the NPA Department for Development and Humanitarian Cooperation (DHC). We work in partnership with local organizations with the aim to strengthen their ability and to fight for a more equitable distribution of power and resources in their communities. Currently, NPA DHC has more than 20 Programmes ongoing in Africa, Asia, Latin America and the Middle East.

NPA is looking for a new Logistics and Safety Manager to join our programme in South Sudan. South Sudan is one of the most exciting and challenging humanitarian contexts and NPA has been in country for over 30 years. As a key member of the Senior Management Team, you will be central to the continuous development of the programme which is one of DHC’s largest and most complex country programmes with 9 field offices, over 160 staff, 35 partners, and 100+ Million NOK in annual funding. A significant part of NPA’s portfolio is directly implemented. This leads to a significant volume of procurement, staff presence and movement across the country, including in areas of sever insecurity.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • Bachelor’s degree in logistics/procurement field or equivalent in relevant fields.
  • At least 5 years’ international experience working in a similar position including management responsibility at INGOs, UN or large companies.
  • Experience in safety management from working in a high-risk humanitarian context, preferably in South Sudan.
  • Good understanding of ICT and radio communication systems, including ERP systems, HF/VHF radios and MS Office applications.
  • Driving license min. class B.
  • English verbal and written proficiency.

As a person you are able to work independently and proactively with minimum supervision and possess the ability to assess, plan, and manage multiple activities. Moreover, you are culturally sensitive, with good communication and interpersonal skills.

What you will do

  • Responsible for the development, maintenance, implementation and use of NPA logistic management systems in the country programme.
  • Direct supervision and training of staff in logistics and / or safety management topics and other NPA or donor regulations.
  • Provide logistical competence and assist operations and programme in planning, analysis and reporting.
  • Coordinate with Finance Manager on crosscutting themes related to logistic operations, such as tax, import/export, VAT refund, payment to vendors etc.
  • Responsibility for implementation of internal control measures and reporting systems related to non-compliance, mismanagement or corruption within own area of responsibility in cooperation with senior management.
  • Responsible for the continued development and implementation of safety systems for NPA South Sudan, especially ensuring staff adherence to these. Ensure that the security system is in line with existing NPA policies and approaches.
  • Maintain an internal incident reporting system and ensure necessary reporting to HO.
  • Ensure adequate security training for staff to ensure awareness and promote inclusion, participation and leadership on safety and security among the entire NPA team.
  • Analyze security incident reports (trends, threats – both internal and external), and conduct regular and ad hoc security assessment missions as necessary.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
