This position is located in the Supply Chain Planning Service (SCPS) within the Logistics Division (LD) in the Office of Supply Chain Management (OSCM) of the Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to end operational support, advisory services, and other solutions to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, and the Enabling and Outreach Service. The Logistics Division provides direction and advice on supply chain planning, logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services for the categories of air transport, surface transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. The Supply Chain Planning Service is responsible for developing and managing the global supply chain plan and coordinating the Office of Supply Chain Management crisis response, in close collaboration with category teams, through the identification and assessment of the needs of all clients across all Secretariat entities. The Logistics Officer, Planning reports to Chief, Demand Planning Unit.
Responsibilities
Within limits of delegated authority, the Logistics Officer will be responsible for the following duties: • Contributes to the planning and coordination of global supply chain requirements, and prepares logistics and contingency plans, deployment timelines, and budget requirements in support of new or existing United Nations (UN) field mission or office. Develops and implements methodologies and tools to enable effective execution of logistic plans. • Actively supports and contributes to the advancement of all six elements of the supply chain planning framework: planning processes, policy and guidance, organization, IT systems and tools, human capacity building, and performance management. • Assists in the identification and extraction of information from Enterprise Resource Planning (ERP) system modules and other relevant systems of record to capture required data for supply chain planning. Extracts, analyses, and integrates data to assist in the development of operational, analytical, and strategic reporting solutions. Develops, optimizes, and maintains visualization tools to provide real-time insights to business data. • Analyses historical consumption and client entities’ demand forecasts, in addition to client surveys, to predict future demand in consultation with category teams and local planners. • Regularly assesses supply chain risks to mitigate potential bottlenecks and disruptions caused by internal or external factors or major shifts in the industry that could impact the delivery of OSCM solutions. • In collaboration with category teams, coordinates event specific scenario planning exercises, such as a response to a crisis or surge requirements, to develop inputs and recommendations to inform decision making. • Provides coordination support amongst various actors during crisis events. • Provides support to identify sources of supply required to meet global demand. This includes identifying current and future potential gaps in OSCM sourcing solutions for goods and services, collecting and analysing data for the establishment, and maintenance of required solutions. • Develops and maintains supply solutions with contingencies for goods and services under OSCM core categories that can satisfy the global demand. • Analyses clients’ feedback on OSCM sourcing solutions, and assesses supplier performance metrics, such as on-time delivery, quality defects, and cost-effectiveness, to enable supplier performance evaluation and the identification of improvement opportunities. • Monitors and recommends adjustments to supply chain plans factoring changing conditions or new information. As required, reviews supply chain plans (procurement and logistics) for goods and services under assigned OSCM core categories to ensure relevance and effectiveness. • Ensures supervised staff are properly trained and identifies additional training needs to maintain high working standards. • Coordinates and ensures logistics support to ongoing air, land, and sea operations. • Ensures that logistics requirements take into account gender-specific needs. • Coordinates supply chain activities with category management teams, other components within OSCM, finance, human resources, policy, and other substantive units. • Prepares reports on supply chain management, movement of personnel and materiel, and other operational logistics issues. • Participates in technical survey missions and verification missions to troop- and police-contributing countries. • Ensures accurate and robust accounting, reporting, and internal control systems are in place and functioning, and that relevant records are maintained. • Coordinates supply chain and logistics operations with other UN agencies, militaries and other field organisations. • Guides and supervises new/junior staff. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in supply chain, logistics, business administration, public administration, engineering or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification in Project/Programme Management methodology by an accredited body, e.g., PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable Certification in Supply Chain (SCOR-P, CSCP or equivalent) or Lean Six Sigma is desirable.
Work Experience
• A minimum of five (5) years of progressively responsible experience in supply chain management or logistics operations in military, commercial or international organizations, or related area is required • Experience working with and developing data analytics and visualization tools for supply chain is required. • Experience working with Enterprise Resource Planning (ERP) System Applications and Products (SAP) in the business area of Source to Acquire and/or Supply Chain management is desirable. • Experience in data integration is desirable. • Experience in providing support service in the areas of supply chain management in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
