This position is located in the Engineering Support Section (ESS), Logistics Division (LD) within the Office of Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations (UN) operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Elsie Initiative for Field Missions is a project implemented by the Engineering Support Section. The project was initiated in support of the Elsie Initiative, a Canadian Government effort, aimed at developing innovative methods to increase women’s participation, retention, and overall security in peace operations. In addition, the project aims to improve camp layouts, accommodations, ablutions, recreational facilities, etc., to enhance female participation and retention in field missions, to improve overall safety and security of staff, and to support the systematic implementation of such improvements in the field.

The Logistics Officer is responsible for identifying all issues associated with the provision of logistics goods and services for women with the goal of improving its design and quality to enhance their recruitment and retention in field missions.

The incumbent will report to the Chief or designated official.

Responsibilities

Within limits of delegated authority, the Logistics Officer will be responsible for the following duties:

Logistics support with a focus on gender sensitive improvements for new and ongoing peacekeeping and other field missions includes: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering and medical services.

• Prepares logistics and project support plans, deployment timelines and budget requirements for planned or new peacekeeping missions. Develops logistical plans for existing missions. Develops and implements methodologies and tools to enable effective execution of logistic plans. Reviews existing mission specific Standard Operating Procedures to ensure gender inclusiveness.
• Manages logistics operations including management of logistics assets, materiel, contracts, and personnel. Ensures timely, accountable, and cost-effective delivery of peacekeeping cargoes and personnel. Plans and designs specifications for projects as well as prepares scope of requirements, technical specifications, bills of quantities and coordinate the preparation of tender documents for various logistics goods. Produces cost data and estimates on logistics-related requirements of current and planned projects.
• Ensures that supervised staff are adequately trained and cross trained; identifies additional training needs to achieve high working standards.
• Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in a field mission, as well as survey field missions on the status of supply chain management deliverables relative to requirements.
• Ensures that logistics requirements take account of gender-specific needs and works with each field mission to determine requirements to meet gender parity strategy objectives.
• Coordinates logistics activities with procurement, finance, human resources, policy, and other substantive units. Follows up on legal and financial aspects. Develops and implements DOS logistics support policy, procedures, and methodologies to the common benefit of all functional units.
• Prepares reports, collects, and analyses data and other operational logistics issues.
• Participates in technical survey missions and verification missions to troop/police contributing countries field camps.
• Identifies plans and manages special logistics operations.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Prepares contingency plans and logistics preparedness reviews.
• Coordinates logistics operations with other UN agencies, military, and other organisations in the field.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in engineering, architecture, supply chain management or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certification in Project /Programme Management methodology by an accredited body (e.g., PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.

Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable.

Work Experience

• A minimum of five years of progressively responsible experience in logistics, engineering, project management, supply chain management or related field is required.

• Experience in engineering logistics in support of field operations, or similar international organizations operated by the United Nations or similar international organization is required.

• Experience in project management including planning, design, budget and execution of logistics operations or projects related to engineering, infrastructure, or military operations, in support of the establishment, rehabilitation or sustenance of human habitation is desirable.

• Experience in research and development of sourcing solutions for engineering or infrastructure related requirements, including identification of requirements and taking into consideration gender aspects is desirable.

• Experience in the use of Power Business Intelligence (BI) or similar data analysis and visualization tool is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment
