  1. Role and responsibilities

The purpose of the officer positionis to provide support for the implementation of logistics/procurement functions in Southern Ukraine.

Generic responsibilities:

1- Ensure adherence with NRC policies, tools, handbooks, and guidelines

2. Implement delegated support function portfolio according to the plan of action

3. Prepare and develop status reports as required by management

4. Ensure proper filing of documents

5. Promote and share ideas for improvement of the support function

Specific responsibilities

Warehousing:

Managing and recordkeeping of a small storage unit in Odesa.

  • Maintain records for warehousing through NRC processes, linked to stock cards and transit reports.
  • Prepares necessary information for submission to other logistics staff and program team if requested to do so.
  • Organises transportation and labour, if required to do so.

Custom clearance:

To prepare necessary documentation for submission to freight forwarding agencies and customs experts, acts as a laision focal point between area office and country office.

  • Assists in preparation of necessary paperwork for the import and export of NRC items, or in kind items.
  • Ensures that documentation meets with NRC standards and ensures that all necessary payments linked to custom clearance are made on time, in order to avoid violation of Ukrainian Law.

Procurement:

Ensure procurement activities are carried out in transparent and accountable manner at the area office that include procurements requested from others parts of Southern Ukraine and follow all NRC/Donor Regulations.

  • Advice other departmental staff in preparation of certain documents that are related to payment procedures.
  • Confirm all paperwork processes are correct before submission to finance
  • Assist in local market assessments if required to do so.
  • Assist in the preparation of documentation for bids committee meetings.
  • Assist in tenders and preparation of and ensure it is complaint with NRC and donor regulations.
  • Assist in any duties in relation to procurement processes, as defined by logistics regulations.

Other Duties

  • To carry out other logistics duties as assigned in other departments as temporary relief, if required to do so.
