Role and responsibilities
The purpose of a Logistic Team Leader is to implement delegated areas of logistic responsibility and deliver a variety of procurement and other logistics-related activities, including management of warehouse, fleet, distribution, and assets.
Generic responsibilities
- Compliance with adherence to NRC policies, handbooks, donor guidelines/auditor. Requirements, SOPs, and Implement anti-corruption policy.
- Implement NRC’s logistic systems and procedures.
- Coordinate timely operational planning and management of logistic activities.
- Ensure that local SOPs regulate procedures and perform periodic checks.
- Coordinate market assessment within the scope and request of programme/project developers.
- Prepare and submit reports and analyses.
- Ensure proper filing of all support documents.
- Support line managers in procedures and require support team training related to logistics.
- Line management of the logistic team, including recruitment and performance management.

Specific responsibilities
- Lead and monitor ongoing and foreseen procurement to align with NRC’s SOP and Logistics Handbook.
- Review the Contract, Purchase Order, Payments, and relevant verification to ensure compliance in terms of supporting documents.
- Ensure the NRC asset list is up to date and accurate at the area and field level.
- Oversee all logistical procedures that are followed by projects.
- Check all logistic folders and documents before signature to ensure they comply with NRC and donor regulations.
- Ensure that transparency and accountability are always met within our procurement procedures and within logistic procedures.
- Setup Framework Agreement (FWA) at the area level as required and feasible
- Respond fully to spot checks on transactions and have a particular responsibility towards maintaining transparency and accountability within logistics and procurement.
- Ensure quality and cost efficiency for procurements at the area level.
- Prepare and submit logistic-related reports in a timely manner in accordance with the donor’s requirements. Assist the Logistics Manager (CO) in preparing reports for donors and audit purposes when required.
- Regular field visits for logistics compliance spot checks and to provide necessary training.
- Ensure proper filing of all logistics documents on NRC’s cloud-based filing tree storage system, O365.
- Support NRC partner organizations in terms of their capacity development and oversee their procurement process.
- Report all potential fraud cases to the Line Manager.
- Accountable for the successful capacity building of Log team in Area Office, this includes but not limited to, performance management and planning.
- Regular dissemination of relevant logistics information to guide decision-making by other stakeholders, through reports, circulars, meetings etc.,
Competencies
Professional competencies
Generic professional competencies:
- Experience from working as a Logistic Coordinator (or senior officer), preferably in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal, as well as Persian (Farsi)
Context-related skills, knowledge, and experience:

- Knowledge of Iran’s market in different sectors in an asset
- University degree, preferably in supply chain management, business administration, marketing, or similar
- Work experience in supply chain management, e.g. procurement, price negotiation, contract management, as well as asset management, car fleet, and warehouse

- ICT knowledge: Microsoft Office, Excel, PowerPoint; any ERP system

NRC in the Islamic Republic of Iran
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 9 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran efforts towards an estimated 3,6 million Afghans residing in country, and is expanding its programme unit.
