1. Role and responsibilities
To oversee NRC logistics operations at the Chernihiv Field Office, mainly focusing on procurement, stock, asset and fleet management.
Generic responsibilities
Adherence to NRC policies, guidance and procedures.
Implement NRC’s systems and procedures at the area level.
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
Prepare and submit reports and analyses.
Ensure proper filing of all support documents.
Advice line managers in Logistics related procedures and provide training for the Logistics assistants.
Ensure development and implementation of administrative systems and procedures.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Focus on anti-corruption, transparency and cost-efficiency in all processes (e.g. in procurement, vehicle management, asset management).
Specific responsibilities
Support Logistics Coordinator in managing, evaluating and reporting on fleet management activities/performance.
Ensure that vehicles are used and maintained according to NRC Logistics Handbook and other NRC country-level policies.
Oversee the goods delivery from/to NRC stock, Suppliers and other locations from start to finish (including requisitioning, receiving, storing, issuing and delivering goods).
Supervise the management of the warehousing activities in the Chernihiv area.
Plan and execute Logistics activities so NRC’s resources are used most effectively.
Coordinate with Access and HSS teams for issuing the required Permits/Approvals for Vehicles and goods movements between locations.
Train Logistics and Procurement team on NRC logistics Handbook, logistics policies and guidance as needed.
Provide training to Chernihiv program staff related to logistics process as needed.
Ensure efficient and effective coordination with other Support functions.
Ensure that all procurements are in line with NRC procedures and serve the best interests of NRC and its operations (quality of goods, timely delivery, value for money).
Managing all ongoing procurement processes in Chernihiv area.
Ensure the regular stock checks/inventory on monthly basis.
Supervise the management of the NRC fleet at the field office level.
Ensure regular logistics/procurement reports are submitted regularly to the relevant stakeholders. Filing of all documents of the vehicles (registration, insurance, etc) and drivers (licenses, permits)
Report all potential fraud cases to the Line Manager.
Perform any other duties assigned by the Line Manager.
2. Competencies
Professional competencies
Bachelor’s degree in relevant field.
2-3 years of experience working in logistics, preferably for humanitarian organization. .
Previous experience from working in complex and volatile contexts.
Good in English (mandatory).
