Purpose of the role

The purpose of the officer position is day to day implementation of the support functions responsibilities

What you will do

  1. Ensure adherence to NRC policies, handbooks, guidelines, SOP’s, and donor requirements
  2. Implement delegated Logistics functions portfolio according to Plan of Action
  3. Conduct and follow up daily operational Logistics activities
  4. Support the administration of resources so that deliverables are achieved within set budgets, timelines, and standards
  5. Prepare and develop Procurement reports as required by Country/Regional Office
  6. Support in development of SOPs as requested
  7. Ensure proper filing of all support documents in line with NRC SSD policy
  8. Promote and share ideas for improvement of the Procurement function
  9. Perform other duties, as assigned by Line Manager
  10. Promote the rights of internally displaced/returnees In line with the advocacy strategy
  11. Actively promote PSEA (Protection against Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specifically, you will;

  • Responsible for all area level procurement (except direct purchases in the sub offices) up to $50,000 USD equivalent, ensuring adherance to NRC Iraq Procurement SOP, liasing with CO where needed and sharing with CO in line with medium tender committee guidance. Procurement responsibilities also include:
  • Receive requisitions and source bids & quotations for the purchases goods and services in accordance with NRC procurement regulations identification and obtaining of all resources required to ensure smooth functioning of field logistic operations.
  • Issuing PO/contracts and contract amendment if necessary, and ensure monitor all PO/contract statues till delivery.
  • Administer tender committees (up to $50k USD equivalent) guiding them through the stages of selections and keeping minutes and records.
  • Provide regular updates to requesters and other stakeholders, meeting regularly with budget holders for planning. Regularly checking procurement plans and be aware of upcoming requests. Feedback to CO.
  • Participate in the identification of suitable and reliable suppliers and service providers and ensure that NRC’s interest protected in relations to pricing, quality and timely delivery.
  • Update Procurement Tracker, contract and supplier records. Provide monthly reporting information for procurement.
  • Conduct regular market survey to ensure that vendor data base is updated, including monitoring of supplier performance and obtain necessary documentation
  • Responsible for Fleet Management in the Area Office, working with users to plan and ensuring best utilisation and value for money of all vehicles.
  • Management of service contract drivers (not NRC staff), feeding back to CO with any issues or problems that need to be passed to the service provider.
  • Responsible for Asset tracking and management in the Area Office and Sub office, completing bi-annual counts, checking in and out assets in line with NRC Iraq Assets SOP.
  • Meeting regularly with stakeholders and planning.
  • Regular visits to Sub Offices in Tuz and Ramadi (minimum monthly to each sub office)

 Professional competencies

  • Experience from working as a Support Function Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Working knowledge of English
  • Fluency, written, speaking and reading, in Arabic
  • Written and spoken fluency in Arabic
  • Previous experience working in Logistics with an INGO an advantage
  • Strong history of compliance to SOPs and regulations.
  • Proven attention to detail
  • Proven ability to coordinate with multiple departments
  • Proactive in problem solving and removing bottlenecks
  • Proven ability to share information, in a timely manner to relevant stakeholders
  • Ability to travel and stay in Tuz and Ramadi sub offices regularly

Contract Duration: until 31 December, 2024 (our contract renewal cycle runs from January to December)
Duty Station: Baghdad- Iraq with 40% travel to Tuz and Ramadi
