This position is based in Ndjamena, Chad and reports to Head of Supply Chain or the designate.

THE ROLE

To collect, analyze and report on information to maximize efficiency of the logistics operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the direct supervision of the Head of Supply Chain, the Logistics Officer will undertake the following tasks, covering all aspects of warehousing management and operations:

• Ensure all the needs of various sub offices are prepositioned or delivered on time in a cost-effective manner
• Define logistics strategy within the WFP policies and procedures and ensure effective integration of logistics operations
• Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy
• Actively participating in logistics weekly meetings at CO level and technically advise the HOSC for decision making on processes
• Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes
• Identify, mobilize resources, implement and report on special logistics operations
• Ensure logistics bottlenecks are reported on time for a collective approach on problem solving
• Ensure the integrity of data by monitoring the use of WFP corporate systems in place, reinforce their usage, that is, LESS
• Prepare and maintain transport information for reporting purposes
• Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained
• Ensure effective commodity management and quality control
• Ensure WFP warehouses are managed in accordance to WFP guidelines and procedures
• Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews
• Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards
• Ensure all the warehouses in Chad have adequate resources to facilitate execution of tasks with easy
• Ensure that all warehousing needs are captured in the Procurement Plan each year, reinforcing field teams capabilities
• Adequate supervision of staff as required
• Perform other related duties as assigned by supervisor

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. Certification in Humanitarian logistics is a plus.

Experience: At least three years or more years of postgraduate professional experience related to the role.

Language: Fluency (level C) in both French and English language.

Desired experiences for entry into the role:

• Experience coordinating service providers’ activities and managing contracts, suppliers’ performance evaluations
• Good knowledge of business processes
• Good communication or negotiating skills
• Experience in leading a team in an operational set up.
• Experience in report writing.
