Scope of Work:

The consultant will carry out the review and evaluation of the stated Learning programmes and initiatives within the DHR Performance Management & Career Development & Learning Centers of Expertise.  Overall guidance provided by the Chief, Learning and Development.

The consultant will also support the dual Centers of expertise with the implementation of the 2023 Audit focused on Performance Management and the Career Development function.  The consultant may lead on the monitoring and periodic updates including bi-monthly review meetings across both Sections – Performance Management & Talent Development.

Activities:

The main activities will include:

  • Review of the Learning and Career Development programmes and initiatives
  • Review of the learning programmes and all initiatives in Performance Management
  • Evaluation of the costs versus progress made, review timelines and revisit success factors
  • Review of the impact of the learning portfolio vis-à-vis intended outcomes
  • Recommendations for any adjustments to be introduced in the existing programmes and/or new programmes
  • Implementation of the PMCD Audit recommendations monitored and shared within DHR
  • Any other planning and monitoring activities, including process improvements

To qualify as an advocate for every child you will have…

  • An advanced university degree in the following disciplines: Statistics, demography, social anthropology, sociology, political science, public health, or other related development degree.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professional experience in non-profit work, planning, or monitoring and evaluation.
  • Demonstrated ability to design M&E frameworks.
  • Knowledge o indicators, administrative data management and Key Performance indicators.
  • Proven ability to conduct data analysis.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

TRAVEL: Travel is not required for this consultancy.

  5. Work Assignments Overview: Recommendations for any adjustments to be introduced in the existing programmes and/or new programmes  Deliverables/Outputs:  Recommendations on the adjustments in the existing programmes and/or new programmes Timeline: 31 December 2023
  6. Work Assignments Overview:   Implementation of the PMCD Audit recommendations monitored and shared within DHR Deliverables/Outputs:  Regular update report to DHR    Timeline: Monthly.

Estimate Budget : In line with M&E standard

Duration: 1 July until 1 December 2023
