CIMMYT is seeking a dynamic, self-motivated, and service-oriented professional for the position of Security Manager to work in the Operations Chapter in the department of Human Resources.

The Security Manager provides expert Security leadership to enable the secure operations of CIMMYT’s programs and promote a culture of security across the organization.

The positions will be based at CIMMYT’s headquarters in Texcoco, near Mexico City.

Specific duties:

Physical Security:

  • Manage directly HQ physical security operations, including but not limited to access control, CCTV, event control, roll and duties of security agents on campus. Supervise security services at Experimental Stations and farms in Mexico.
  • Maintain, analyze, develop and implement security solutions and tools such as HQ security assessments, evacuation plans, disaster preparedness plans, third party risk assessment tool. Support country security assessments.
  • Establish security plans, conduct regular country security assessment, including through on-site security review of high-risk countries. Conduct regular updates of security inventory of CIMMYT programs at Headquarters and support the Country Offices’ plans.
  • Manage security interactions and issues with Country offices and support country offices develop security management protocols.
  • Collaborate with the security expert supporting country offices in Africa and Asia. Support country offices develop security management protocols.

Travel security:

  • Conduct travel security assessments for HQ and for international travels.
  • Manage all aspects of staff security travel, including briefings, assuring travel is logged and monitored, manage check-in, and respond to travelers’ security needs.
  • Partner with the CIMMYT Travel function to monitor travel security needs, provide relevant information and analysis on commercial air travel risks that may pose as threats to CIMMYT personnel.
  • Contribute and assess the renewal of agreements with hotels at Headquarters and in all CIMMYT Country Office Location. Contribute to selection of Travel agency services and of travel related insurance management.

Security Policies and Procedures:

  • Responsible for CIMMYT’s Security-related Policies and procedures, such as the Security procedures manual, security plans and evacuation policy.
  • Address staff security and assets integrity by implementing security policies and procedures, security risk management, identifying the security training needs, supporting CIMMYT’s Regional Offices security needs.
  • Draft and provide regular updates of internal safety materials, plans and policies. Help draft country specific security plans.
  • Manage and maintain security related documents (forms, protocols, tools, plans, phone trees, etc.) for guidance.

Crisis Management, incident and Emergency response:

  • Coordinate emergency responses with local emergency authorities in the event of accidents or medical emergencies on-site ensuring staff well-being.
  • Develop and implement emergency response plans and procedures, including drills and training.
  • Develop, validate and test crisis management plans (per unit, function, country, office location).
  • Develop, validate and test the crisis communication plan in coordination with Communications function and Crisis Management Committee.
  • Develop, implement, and manage a consistent method to collect security incident reports, analyze, and effectively communicate to CIMMYT leadership as required.
  • Liaise with and support country offices to ensure regional security incidents are reported and responded to appropriately and in a timely manner.
  • Design and select programs and provide security briefings for employees. consultants, interms, etc.

Security Awareness and Training:

  • Establish a specialized Security training program to prepare CIMMYT Staff for rapid emergency responses.
  • Promote a culture of security across the organization.
  • Provide Security Management and Personal Security Trainings as appropriate for Country and HQ staff.
  • Design programs and provide security briefings for employees, consultants, interns, etc.

Requirements

  • The selected candidate must have a Master’s degree in relevant field.
  • The selected candidate must have professional work experience Security Management
  • The selected candidate must have on-the-ground experience of crisis management, having lived and worked abroad in high risk and stressful environments.
  • The selected candidate must have experience of IPO/INGO organizations
  • English is a must and will be tested, and the candidate should score a minimum of B2 of CEFR.
  • The selected candidate must have 10 or more years of experience assisting international organizations in developing security strategies, implementing operational plans, and responding to the challenges of ensuring staff safety and security in a global organization.
