POSITION TITLE: Management Information System (MIS) Coordinator

LOCATION: Dhaka, Bangladesh STATUS: Full-time; contingent upon continuation of donor funding

REPORTS TO: MERL Manager Winrock International is a non-profit organization that works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment.

Winrock strengthens the capacity of women, children, youth, and civil society organizations to actively participate in local and national development and transform their societies. Winrock International implements a five-year USAID-funded counter-human trafficking project entitled “USAID’s Fight Slavery and Trafficking-In-Persons (FSTIP) Activity.” The goal of FSTIP is to: 1) Enhance the systems, capacity, and sustainability of justice sector actors and institutions. 2) Prevent human rights violations and increase awareness of TIP and child marriage; and 3) Strengthen the protection of TIP and child marriage victims. This is a local/national position and is not eligible for international allowances or relocation allowances.

 

POSITION SUMMARY:

The MIS Coordinator is responsible for assisting the MERL Manager in developing and overseeing the MIS system, including data management; research; and Collaborating, Learning, and Adapting (CLA) activities of the FSTIP project. The coordinator will work with the MERL Manager to monitor progress toward project results and provide up-to-date data to enable learning and adaptation. S/he will be regularly performing the collection, database entry, analysis, and quality checks of project data. S/he will coordinate with subgrantees for data collection and verification to ensure the quality of data. S/he will also maintain close coordination with the program team to ensure gender equality and social inclusion as well as compare the activity implementation with MEL targets. S/he will assist MERL Manager in preparing TORs, bi-weekly, quarterly, annual, and other reports. Specific responsibilities include: Responsible for developing and maintaining MIS (MS-SQL server and MS-Access) and GIS databases (ArcGIS and QGIS) and dashboards (Microsoft Power BI) – including computerized mapping (thematic and analytical) – used by the FSTIP project and Winrock International. Responsible for data collection, database entry, analysis, and quality checks of project data. Train and coordinate partner staff to implement FSTIP MIS Verify and analyze project and other third-party data. Help to gather and analyze monitor project activities and progress toward achieving the project output. Develop data collection tools and reporting templates. Carries out data analysis using Excel/SPSS/Stata. Assists in developing and implementing standard MIS for partner NGOs. Assists in obtaining high-quality data from partner NGOs and field offices. Practices, promotes, and endorses the issue of safeguarding policy among the team including partner NGOs and other stakeholders. Frequent field visits for M&E and MIS issues. Involve troubleshooting of tablets/laptops using AnyDesk, TeamViewer, or any other software. Qualifications: Minimum bachelor’s level degree in Computer Science (preferred), MIS or related subject(s) from a reputable university Work Experience: At least four (4) years of experience in a similar position for national or international development projects. Working with USAID-funded projects is preferable. Some knowledge of human trafficking, child marriage, gender-based violence, and safe migration-related issues. Knowledge of developing MIS using KoboToolbox, SQL Server and MS Access Clear understanding of developing geographic information systems for visualization and reporting project data using ArcGIS. Hands-on experience in developing front-end data entry forms and Android apps using C#, DOT NET, PHP, etc. where backend SQL Server . Hands-on experience in data visualization and reporting Power BI, data source is SQL Server. Experience in managing MIS/Database users of different levels (user, administrator, supervisor, etc.)

This includes knowledge of hardware, software, networks, operating systems, databases, and cybersecurity. Problem-solving Skills: used to face complex issues regularly, and the ability to analyze problems, identify root causes, and implement effective solutions. S/he should be resourceful in finding solutions and willing to think creatively when faced with challenges. Adaptability: adaptable and willing to learn new skills and technologies pertinent to the project MIS. Communication Skills: Effective communication is essential to convey technical information to non-technical stakeholders, collaborate with team members, and provide support to IP staff. Analytical Thinking: able to analyze data, assess situations, and make informed decisions. Project Management Skills: involve coordinating with multiple stakeholders, managing timelines, and ensuring that deliverables are met on schedule and within budget. Gender sensitivity: entails understanding sociocultural norms and prejudices to recognize the varied rights, duties, and obligations of men and women. Strong oral and written communication skills. Strong interpersonal skills and ability to work in teams and in a multicultural environment. Ability to travel frequently to project areas outside of Dhaka. The position will spend approximately 35-40% of their time travelling outside of Dhaka
