INTRODUCTION:

In partnership with the Government of Jamaica, USAID has invested significantly in Jamaica’s violence prevention and protection efforts. Through the USAID Supporting Victims of Violence Activity, Winrock International and partners will leverage these investments to intensify multi-stakeholder coordination to provide wrap-around and trauma-informed services to survivors and expand the availability of information on survivors, witnesses and perpetrators. The USAID SVOV activity approaches are community-led and survivor-informed, tailored to the intersectional challenges faced by people affected by interpersonal and collective violence, and emphasize sustainable solutions by pairing structured capacity strengthening with direct service provision by established local entities. POSITION SUMMARY: The MIS Officer will provide support to the USAID Supporting Victims of Violence Activity by supporting the MIS internally and coordinating reporting activities. The objective of the project is to leverage local partnerships in order to intensify multi-stakeholder coordination to provide trauma-informed services to survivors and expand the availability of information on survivors, witnesses, and perpetrators. The project will be community-led and survivor-informed, tailored to the intersectional challenges faced by individuals affected by interpersonal and collective violence, and emphasize sustainable solutions by pairing structured capacity strengthening with direct service provision of local entities.

ESSENTIAL RESPONSIBILITIES:

Manages the project and partners’ MIS for ongoing data collection, data storage, data analysis, and visualization through dashboards and other interactive software. Ensures clean, accurate, and timely data is entered and accessible in the MIS. Ensures that proper systems are in place for tracking the Activity’s results in a professional and timely manner. Develops instructions and protocols for staff and partners, related to data cleaning, data entry, and data storage. Conduct periodic data quality reviews and ensure compliance with standard operating procedures. Contributes to frequent updating of the centralized database system. Supports training of staff and partners in the use of SVOV Activity Data Collection and Management Systems (MIS). Supports the MEL Specialist in ensuring that program performance data are analyzed and used for decision making, learning, and strategy planning. Support MEL Specialist to ensure the timely submissions of all indicator data and associated disaggregates to USAID (and associated reporting systems). Support MEL Specialist to ensure that the SVOV Activity meets donor requirements. Support the conduct of SVOV Activity learning studies, reviews, feedback surveys and other assessments as required. Respond to internal and external requests for data. Adhere to Winrock International’s MERL Policy, including minimum standards on data management, use and protection. Other duties as assigned.

REQUIREMENTS AND QUALIFICATIONS:

Education: Bachelor’s level degree or higher required in statistics, economics, social sciences, or related fields. Experience: At least four (4) years or more experience working on monitoring, evaluation and learning, and managing monitoring systems for projects. Experience working on donor funded projects, especially USAID funded projects, is an advantage. Demonstrated and proved record to work in a multidisciplinary team. Experience using data to support evidence-based decision-making. Experience with mobile data collection and data management; knowledge of relational databases is a strong plus. Experience working with diverse partners (private and public sectors, in particular). Knowledge of evaluation methodologies (e.g., qualitative, quantitative, mixed methods) and data collection and analysis methodologies is preferred. Competence in Microsoft Office (I.e. MS Word, Excel, Access and PowerPoint) as well as statistical analysis software tools (e.g. SPSS) is a requirement. Familiarity with SQL and PowerBI is an advantage. Experience with monitoring platforms a plus. Fluency in English required. Willingness to travel regularly within Jamaica.
