CONTEXTE ORGANISATIONEL

Management Services gère un large portefeuille de services (flotte, carburant, actifs, ingénierie, protocole, voyages, chambres d’hôtes, gestion de l’espace, OSH) afin de soutenir les fonctions programmatiques et logistiques à N’Djamena et dans les 14 autres sites où le PAM est présent.

Cette position est basée à Abéché et reporte directement au Chef de bureau d’Abeche et au National Management Services – Ingénieur.

LE ROLE

Dans le cadre de ses activités le Programme Alimentaire Mondial (PAM) est appelé à mettre en place des infrastructures temporaires ou durables pour servir de bureaux, guest houses et entrepôts partout sur le territoire tchadien où il y a la nécessité de les implanter. L’appui du PAM s’étend également aux infrastrucres de genie rural dans le cadre de son programme de résilience. Il se traduit également par la mise en oeuvre de travaux de construction de pistes rurales et de construction de pistes d’atterissage dans le cadre du déploiement des vols humanitaires dont le PAM a la charge.

A cet titre, l’unité Management Services est à la recherche d’un technicien ou d’une technicienne supérieure ou ingénieure en genie civil spécialisée dans la construction des routes, les bâtiments et ou les travaux publics pour renforcer son équipe d’ingénierie à Abeche.

PRINCIPALES FONCTIONS ET RESPONSABILITÉS (liste indicative et non exhaustive)

Sous la responsabilité et en collaboration avec l’ingénieur, Chargé National de Management Services – Ingénieur, les tâches et responsabilités suivantes sont assignées a l’ingénieure consultante aux opérations:

1. Elaboration de dossiers d’appels d’offres pour des travaux de genie civil : constructions de pistes, de bâtiments, de barrages, d’ouvrages communautaires et de genie rural, etc.);

2. Participation aux comités d’evaluations techniques des dossiers reçus dans le cadre des appels d’offres

3. Suivi et contrôle des travaux de construction dans les différents bureaux, sous bureaux, guest house et entrepôts du PAM au Tchad et partout ailleurs om le PAM entreprend en son nom ou au nom d’un de ses partenaires des travaux de construction.

4. Conception de plans et étude de projets de construction et élaboration et verification des métrés et avant métrés ;

5. Préparation pour validation des dossiers de travaux achevés et mise à jour et tenue des documents techniques et administratifs de la section.

6. Réception, verification, traitement et approbation des décomptes en lien avec les contrats en cours d’exécution

7. Rédaction des rapports d’evaluation des travaux et certificat de fin de travaux

8. Former et guider le personnel dans l’interprétation des procédures administratives, des politiques, des processus et dans l’utilisation des systèmes de l’entreprise afin d’assurer la cohérence et l’efficacité des services fournis à tous les clients.

QUALIFICATIONS ET EXPERIENCE

Education:

Avoir achevé les études seconadaires. Avoir un certificat d’études post-secondaires dans le domaine fonctionnel considéré.

Avoir un diplôme de licence (ou ingénieur des travaux) en Génie Civil, Génie Rural ou Architecture serait un atout.

Experience:

Avoir au minimum de six (6) années d’expérience professionnelle progressive dans le domaine du génie civil, de la construction, de la supervision des travaux de construction.

Avoir une expérience probante dans le domaine de la construction des plateformes, des pistes rurales et ou des pistes d’atterisage.

Knowledge and Skills:

• La connaissance de l’Anglais et de l’Arabe serait un avantage
• La maitrise de Microsoft Office (MS Word et Excel, PowerPoint, Microsoft Project), ainsi que les logiciels de dessin tels que: AutoCAD, ArchiCAD, et autres logiciels similaires
• La connaissance de dessin technique et métré
• Une aptitude à travailler dans des conditions difficiles et avec des moyens limités

Language:

Parler le couramment le français et avoir un niveau intermédiaire en anglais (level B).

• Des relations de travail efficaces pour soutenir le travail effectué par d’autres ingénieurs.

• Capacité à traiter avec patience et tact des personnes d’origines nationales et culturelles différentes
