POSITION DETAILS POSITION TITLE: Manager, Contract Accounting

LOCATION: Remote US/Little Rock/Arlington DEPARTMENT: Finance & Accounting, Contract Accounting

POSITION SUMMARY

Position Purpose: Manages contract and grant accounting/billing functions and associated project and accounting tasks. Position Overview: Manager, Contract Accounting is responsible for all aspects of direct project accounting and reporting, including project revenue, expenses, burdens, cost share, billing, and invoicing. This position prepares internal and external financial reports/funder invoices for grants, cooperative agreements, and commercial contracts.

Other responsibilities include managing direct cost center set up and maintenance in the accounting system, providing training and guidance to internal stakeholders, supporting audits and financial reviews. This position reports to Director, Contract Accounting and may be remote within the contiguous United States but will be required to work on Eastern or Central Time.

Major Responsibilities

Responsible for review of award agreements and budgets to complete setup and management of the award in the accounting system. Responsible for preparation and submission of external and internal financial reports for assigned portfolio of projects, including billings, invoices, funder reports, and other related schedules and forms, analyzing to ensure that expenses have been charged properly. Responsible for analyzing the financial position of assigned projects monthly, including cost, revenue, burdens, general ledger reconciliations, addressing and notifying supervisor and program managers of any identified issues, and assisting in their resolution. Support of internal and external financial audits and reviews, including annual single audit and project specific audits. Preparation, calculation, entry, organization and storage of project invoices, financial reports, support documentation, adjusting entries, and and other transactions and reconciliations as necessary for financial management. Posting and organization of adjusting entries from monthly project financial reports uploaded from Winrock regional offices. Responsible for preparation and maintenance of internal reports and reconciliations, as well as external reports of financial activity with US Government agencies and other funders, as needed. Providing guidance and assistance on financial compliance and project specific requirements to program and accounting staff in HQ, regional, and local project offices. Assistance with development of policies and procedures. Orientation, onboarding, and training of program and accounting staff. Support of special projects and any other responsibilities in line with the position expectations.

POSITION QUALIFICATIONS

Education: Bachelor’s degree in accounting or related field; master’s degree preferred Experience: Minimum 5+ years of accounting experience required, of which 2+ years working with federally funded projects. USAID and international development project experience strongly preferred. Computer /Technical skills: Proficient in Microsoft Office and excellent Excel skills. Familiarity with Deltek CostPoint or similar accounting system required.

Communication Skills:

Good speaking and writing skills. Strong e-mail and communication skills, social intelligence skills, ability to write in a manner sensitive to cultural differences and provide clarity to staff where English is not the primary working language. Language Skills: English, foreign language a plus – French preferred. Required Travel: Occasional international travel may be required. Position-Specific Skills: Good knowledge of US Government accounting and regulations (2 CFR 200, FAR), international development industry, funder specific requirements (USAID and other USG preferred), sound accounting and analytical skills. Accuracy and attention to detail. Physical Demands: normal office/remote environment The salary range for this position is between $110,000 and $120,000 (depending on location and experience) with an additional 10% contribution to your 403b.
