The Respiratory Disease Hospital (RDH) in Teknaf, Cox’s Bazar provides treatment to the disease affected people from the Forcibly Displaced Myanmar Nationals living in the refugee camps of Cox’s Bazar district as well as to the host population living nearby. The RDH provides treatment predominantly for respiratory diseases to patients of all age groups.

Position Description:

The Manager, Finance will report to the Principal Investigator with support from the Senior Budget Coordinator, NCSD and will be responsible to manage and oversee all the finance and accounts related activities related to that project. The Finance Manager will be based in Dhaka with frequent travel to RDH, Teknaf. The position holder will be supported by the Senior Finance Officer based in Teknaf on a day to day finance-related issues. The Finance Manager requires to maintain regular communication with central finance department to get necessary guidance and directives. The position holder will also prepare financial reports for the management whenever required and will facilitate internal and external audits maintaining the financial guidelines of the organization.

The major Responsibilities of this position are-

Donor Payments and Financial Reporting

  • Track donor payments and coordinate with grant and compliance unit to follow up with debtors regarding a delay in payments;
  • Coordinate with donor representatives for minor clarifications;
  • Coordinate with Treasury department to update cumulative balances in accounts;
  • Create provisions for any accruals in the books of accounts;
  • Prepare financial reports and invoices periodically as per donor guidelines & agreement, submit these to B&P unit for their review and finally get them approved;
  • Coordinate with internal customers to understand their financial data requirements;
  • Prepare and provide relevant reports/data to researchers, as required;
  • Provide clarification on cost reports; Conduct basic training on financial processes for employees.

Compliance Management

  • Facilitate internal and external financial audits;
  • Identify areas of non-compliance;
  • Prepare audit responses and Implement corrective action as directed by Senior budget Coordinator;
  • Update financial documentation as and when needed in order to maintain compliance with donor agreements and financial accounting guidelines.

Budgetary Control and Management

  • Provide cost estimates and other data related to research requirements to assist Senior Budget Coordinator in preparing project budget;
  • Review budget to check for any typing/formatting mistakes;
  • Enter the budget in prescribed format/template and upload it onto online systems for review from B&P unit for review and approval;
  • Raise online requisitions and review/ prepare monthly bills;
  • Update monthly salary allocations;
  • Make appropriate adjustments to accounts at the end of the year or end of the project;
  • Track and monitor expenses against budget on a daily basis.

Cost Management

  • Review necessary documents and ensure required justification as per icddr,b finance policy before given budgetary clearance;
  • Review ITD rate periodically and assist Senior Budget Coordinator for necessary adjustment;
  • Prepare monthly variance analysis report on core expenditure and report to the Senior Budget coordinator for submission to Sr. Manager Budget & Planning, Director – Finance and Senior Division Director.

Required qualification and experience:

  • Masters in Commerce/ MBA (preference for major in Finance and Accounting) with CA/ ICMA (part qualified).
  • 5 years of relevant experience in national/ international NGO

Location: Dhaka with required visit to Project Office (Teknaf).

Contract Type and duration:

  • CSA basis for 6 months with a possibility of extension subject to availability of fund and performance.

Salary & benefits:

  • Tk.1,21,585 /-per month (consolidated) inclusive of house rent and conveyance allowances;
  • Festival bonus, income tax paid by icddr,b and subsidized canteen; Transport and daycare facilities are subject to space availability.
