Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The position of Manager, Global Operational Procurement and Regional Supply Chain is based in Budapest, Budapest. The role reports to the Regional Head of Corporate Services. The technical line manager for this position is the Head, Supply Chain Management (SCM) and the Global Lead, Procurement, both based in Geneva, Switzerland.

Job Purpose

The post holder integrates the management team of Corporate Services of the Europe Regional Office, leads the regional supply chain and humanitarian services in the Europe region and oversee the global procurement team. This includes:

– Aligning Procurement Strategies within broader supply chain objectives.

– Overseeing global operational procurement in close coordination with the global lead procurement strategy.

– Provision of goods and services to the member NSs of the Region to deliver to the most vulnerable.

– Provision of capacity development support to the member NSs, improving the efficiency and effectiveness of the supply chain and strengthening its control.

– Building on and utilizing the capacities of the NSs in the Region and the Participating NSs in SCM.

Job Duties and Responsibilities

Global Procurement
• Drive the implementation of the global operational procurement strategy, ensuring alignment with procurement objectives and compliance with value-for-money principles.
• Lead the Global Operational Procurement team, enhancing technical skills, driving best practices, and ensuring strong coordination with regional SCM procurement units. • Identify and address skill gaps through targeted development plans for procurement and supply chain teams.
• Ensure seamless global procurement operations by establishing and managing Global/Regional Framework Agreements in collaboration with strategic sourcing teams. • Oversee procurement KPIs, reporting key metrics to the executive team and ensuring informed decision-making.
• Facilitate the rollout and adherence to procurement policies and guidelines through training and communication across all levels.
• Optimize procurement systems and RFx processes to enhance efficiency, compliance, and service delivery.
• Lead and facilitate quality assurance of procurement conducted by the CDs/CCDs/Regional SC units and GVA HQ departments in line with the procurement thresholds as defined under the IFRC SC Manual.

Supply Chain: Service Delivery, Compliance and Support:
• Align to deliver supply chain services in line with the global IFRC supply chain strategy. • Lead the supply chain services delivery to Europe region.
• Be accountable to ensure the availability of all goods and services such as cash and in kind (right quality, right price, right time) in close coordination with the global operational supply chain team, global procurement team and where applicable with global fleet.
• Assume full accountability for delivering best value for money for the Cluster and Country offices.
• Ensure KPIs for the operational logistics, procurement and supply chain function within the function are captured and reported to the senior management team on an ongoing basis.
• Define and monitor the efficiency, effectiveness and success of supply chain activities using adequate controlling tools.
• Support all IFRC emergency and program operations with direct and technical logistics support as required.
• Ensure that the implementation of service delivery in the region is conducted in compliance with IFRC systems, processes and procedures and provide recommendations of best practice to enable consistent best value for money and operational service delivery.
• Ensure that the supply chain delivers a supply service that is relevant and meets the needs of the Federation, partners and services users, balancing service quality against best value for money.
• Continually evaluate and optimize SCM processes and procedures.
• Provide expert support to National Societies and IFRC to enhance and optimize operational supply chain services.

Leadership and Networking
• Manage internal relationship-building to ensure cross-functional co-operation and integration which minimizes risk and results in high-quality technical solutions with supply chain practices.
• Provide leadership of Supply Chain in-line with Supply Chain Management strategy and goals, annual and long-term plans, the delivery of measurable objectives and the development/implementation of a plan for the necessary internal communications.
• Build and leverage collaborative partnerships with relevant external organizations which directly enable the Supply Chain to deliver a high-value logistics service that improves the lives of the most vulnerable in line with defined operational and commercial targets and the overall supply Chain Strategy and broader IFRC strategies.
• Relationship building with partners and service users to ensure an effective and efficient logistics network for humanitarian service provision.
• Manage, motivate, develop, and retain a team of world-class Supply Chain professionals including procurement and logistics to push the highest levels of performance and capability.
• Drive the development of talents providing guidance on and support to personal development and career paths

Key Stakeholders of this position are operation managers, appeal managers, project managers, heads of delegation, director generals and secretary generals of NSs; and counterparts in humanitarian agencies, governments and universities.

Education

University degree in Business, economics, Engineering, or other relevant disciplines. Degree and/or post graduate qualification in Supply Chain Management and Logistics is preferred.

Experience

Minimum of 8-10 years of relevant experience in international logistics and supply chain management of which 5yrs in high-volume of procurement.
Minimum 3-5 years of relevant work experience in field operations and/or complex International Logistics Operation.
Minimum 3-5 years of work experience in managing resources (people and budget) in large-scale operations.
Minimum 5 years in driving cost optimization related to goods and services is preferred.
Experience of managing and integrating complex global supply chain services.
Proven experience in managing fleet, warehousing, and logistics infrastructures.
Strong background in stakeholder engagement and humanitarian supply chain. Experience within the commercial sector including the development of effective customer commercial and operational targets and relationships at global level is preferred.
Experience in annual planning and strategy implementation in a global organization. Red Cross/Red Crescent knowledge and experience is preferred.

In-depth grasp of international procurement practices and complex Supply chain management including legal aspects.
