Program Overview

FP2030 is a global partnership of governments, civil society, youth organizations, multilateral organizations, donors, private sector partners, and researchers committed to supporting people’s right to voluntary, quality contraception. Our vision is a future where everyone, everywhere has the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development. FP2030 is hosted by the United Nations Foundation.
Family Planning High Impact Practices (HIPs) were developed over 10 years ago with the formation of a technical advisory group led by USAID tasked with identifying “what works” in family planning. Today there are over two-dozen HIP publications based on rigorous evidence and proven to work across multiple contexts. HIPs have become the gold standard in family planning programs and help programs focus resources for greatest impact.

The role of the HIP Secretariat was defined and formalized in 2023. At the request of USAID and with agreement from the United Nations Fund for Population Activities (UNFPA), World Health Organization/IBP Network (WHO/IBP), International Planned Parenthood Federation (IPPF), and the Bill and Melinda Gates Foundation (BMGF), FP2030 assumed the mantle of the HIP Secretariat on January 1, 2024, and will coordinate and manage the HIP Partnership encompassing:

  • The six Co-sponsors that set strategic direction, provide funding and resources, ensuring sustainability, use their position, influence and convening power to catalyze the implementation of the HIP interventions at scale.
  • The Technical Advisory Group (TAG) made up of 25 global family planning experts provide technical direction and leadership for the evidence-based HIP products.
  • The Technical Expert Groups (TEGs) formed to write or update HIP briefs as agreed by the TAG.
  • The Strategic Engagement Group (SEG) that leads stakeholder engagement, dissemination, and use of HIP briefs and other products, working in close co-ordination with the WHO/IBP Network.
  • The HIP Partners, 60+ external partner organizations that have signed up to disseminate HIP information in their organizations.

The HIP Secretariat is also responsible for the following:

  • Hosting and maintenance of the HIP website.
  • The process for recruitment of TAG members, TEG members, and HIP brief writers on an annual basis or as needed.
  • The process for development of HIP briefs.
  • The Secretariat budget and reporting to Co-sponsors.

Position Overview

The HIPs Secretariat Manager will work closely with the Sr. Advisor, HIPs to manage the work of the HIPs Secretariat and connect it with the work of FP2030’s regional Hubs. This position will require proven skills in relationship management and coordinating relationships with donors, partners, and stakeholders, as well as a comfort with ambiguity and experience in project management. This position will report to the HIPs Secretariat Sr. Advisor and will also work closely with the regional FP2030 Hubs.

This is a full-time, 1-year temporary position with the possibility of extension based on funding.

This position is based is remote.

Essential Functions

  • Lead coordination and communication among the HIPs Co-sponsors, including chairing monthly meetings, and supporting the development of the HIPs Partnership Strategy and associated workplans.
  • Support the convening of the TAG including the development of agendas for bi-annual technical meetings.
  • Lead the development of reporting from TAG meetings and follow-up actions.
  • Develop and manage tools to support the project management and operations of the HIPs Secretariat, including the HIPs Product Tracker, Budget Tracker, and Contracts Tracker, and use these tools to identify areas for streamlining and optimization of HIPs Secretariat processes.
  • Supervise certain HIP brief updates and production including the relevant TEGs and processes to ensure that topics identified by the TAG are produced in a timely manner according to the HIP principles, posted on the website, and shared with the SEG.
  • Lead the coordination of and support to FP2030 regional hubs’ activities to scale HIPs. This includes creating and managing a mechanism for cross-hub HIPs coordination and learning, triaging and providing virtual and in-person technical assistance to regional hubs on HIPs and supporting hub engagement in the Stakeholder Engagement Group.
  • Lead HIPs Secretariat coordination of the HIPs Co-Sponsor Scale Up Group, including supporting monthly meetings and supporting the NWCA Hub to lead coordination of HIPs scale-up in Nigeria, capturing and sharing learnings to inform scale-up in other countries.
  • Participate in global and regional events and conferences to promote implementation scale up of HIPs.
  • Manage HIPs intern.
  • Other duties as assigned.

Selection Criteria

  • Undergraduate degree required; Advanced degree in public health, economics, or demography with an understanding of international development preferred.
  • At least 5-7 years of professional experience at the national or international level.
  • Professional background in global health or development, with a background in international reproductive health and family planning preferred.
  • Experience in working with multi-stakeholder partnerships including donors, multi-lateral agencies, and developing countries.
  • Proven record of coordination of development partners and managing effective communication.
  • Ability to think strategically and coordinate among multiple partners.
  • Knowledge and familiarity with the United Nations and international reproductive health and/or FP2030 partnerships preferred.
  • Excellent interpersonal skills and cultural competencies.
  • Excellent communication and writing capabilities.
  • Ability to work under pressure and handle stress.
  • Ability to meet regular attendance/tardiness policy.
