Within IFC, support for the development and expansion of infrastructure solutions across a wide range of sectors is one of IFC’s key strategic priorities. The Global Infrastructure Department (CNG) and the Global Energy and Mining Department (CEM) work closely with IFC’s regional infrastructure teams (and together with CNG and CEM, collectively referred to as INR) to finance and provide technical guidance to companies in the energy, transport, telecoms & technology, municipal & environmental infrastructure, and mining sectors from IFC’s own balance sheet and through mobilization of other capital.
The CNGBU team within the Global Infrastructure Department provides support to the Global Directors in CNG and CEM, and to the Infrastructure Leadership Team (ILT). It operates in close collaboration with regional infrastructure teams, other global industries, and corporate support departments to support the wider INR family, including around INR’s global strategy; major strategic initiatives such as  climate, client relationship management, new products and gender; and business analytics, KM and resource management.
CNGBU includes a dedicated team focusing on ramping up and systematizing INR’s climate-related investment and advisory work. This team, led by INR’s Global Climate Lead works closely with the Regional Climate Leads, the Sustainable Finance team, climate advisory teams and CBD. The team is being expanded to include staff responsible for supporting three other related strategic initiatives: sustainable finance, climate advisory and bonds.
IFC is seeking a Manager, Innovation and Strategic Initiatives for INR, to be based in Washington, who will head a team implementing innovation and strategic initiative support to CNG, CEM, the ILT, and INR as a whole. This is a high-profile role requiring strong leadership, management, change management and relationship skills. The Manager will be a member of the Infrastructure Leadership Team.

Duties & Responsibilities 

Governance and staffing

The Manager, Innovation and Strategic Initiatives, will:
•  Report jointly to the Directors of the two global infrastructure depts, CNG and CEM.
•  Maintain excellent working partnerships with all infrastructure Regional Industry Directors/Managers, Global Sector Managers, regional New Business, Upstream and Portfolio Managers/Leads, and key counterparts in other Global Industries, Climate Business, Partnerships, Economics, Syndications, Corporate Operations, and with relevant WB counterparts.
•  Lead CNGBU, the team supporting the CNG/CEM Global Directors, and INR overall.
•  Lead dedicated global staff in four key strategic areas:
i) climate: providing guidance to the Global Climate Lead, working closely with the Regional Climate Leads, the climate advisory teams and relevant Managers;
ii) climate advisory: technical expertise to build climate advisory capacity to support clients;
iii) sustainable finance: supporting the expansion of this growing business, while ensuring quality control to avoid “greenwashing”; and
iv) bonds: expanding and strengthening IFC’s role in anchoring bonds for clients.
•  Catalyze innovation and change management across the global INR family in other key operational areas, including client relationship management, new products and gender, to ensure change is fully operationalized. The Manager would work closely with the Business Innovation Group, a global group of senior staff who lead product innovation for INR.

The role and responsibilities of the Manager will include but not be limited to:

Support to CEM/CNG Global Directors and Infrastructure Leadership Team (ILT)
•  In coordination with the Global Directors, set the agenda for key meetings (ILT, Global Sector Managers, INR Managers, All INR Staff) and ensure follow up. The Manager will serve as a member of the ILT.
•  Organize other INR meetings as needed, eg client reviews, corporate training etc
•  Ensure CEM/CNG Directors are supported for inputs to IRMs, analyses etc.
Strategy 
•  Corporate – Contribute to IFC and WBG strategy undertakings (including Deep Dives);
•  Operational – develop/update Infra strategy, with global sector teams and regional management;
•  Ensure that the infra strategy is operationalized, and communicated within IFC and externally;
Innovation 
•  Catalyze and drive change management initiatives to help INR grow and green its business , including the roll-out of new products. Coordinate closely with the Business Innovation Group.
•  Work closely with the Business Innovation Group, the Client Relationship Management team, the Gender team, and other teams as appropriate, to help operationalize key strategic initiatives for INR. Ensure successful change management through awareness-raising, guidelines, leadership attention, tracking, recognition, and incentives.
Strategic Initiatives 
•  Working closely with the Global Climate Lead, and the Regional Climate Leads, lead INR’s climate strategy and ensure operationalization of key elements, including Paris Alignment, tagging, technical guidance, client-facing materials etc
•  Oversee INR’s expanding climate advisory work, ensuring good governance and providing technical expertise
•  Oversee the sustainable finance product line, with strong process management and technical expertise to ensure a strong product offering and avoid greenwashing
•  Oversee INR’s bond anchoring product, ensuring systematic engagement with key players in the market and client responsiveness
Leadership and Knowledge Management 
•  Provide leadership, professional development and mentoring staff
•  Implement annual KM action plan, including ensuring regular BBLs, high-quality intranet, preparation of sector pitchbooks/materials etc;
•  Lead flagship INR knowledge week;
Communications  
•  Ensure that external communications are strategic, well-designed, and reach the right stakeholders;
•  Continue to build an external franchise for IFC’s infrastructure work, through regular communications, consistent branding and thought leadership;
Analytics and Resources/quality control 
•  Ensure weekly, monthly, and quarterly program and pipeline reporting / KPI tracking;
•  Work with HR on workforce planning, recruitment, talent management, and analytics;
•  Work with Budget team to ensure allocation and regular analysis/monitoring of financial resources;
•  Ensure quality control of AS/Upstream workflow, project design, and key project documents, and regular analysis and reporting of project expenditure.  Ensure AS/Upstream staff adequately trained;
Partnerships and Blended Finance 
•  Internal – coordinate inputs into donor/BF budgeting exercises. Ensure regular coordination with BF and Partnerships teams. Assist with fund-raising;
•  External – provide briefings, or represent Infra, with external partners, eg donors, Global Infrastructure Facility, Global Infrastructure Hub, G20, etc;

 

Selection Criteria

 

• A Master’s degree or equivalent professional qualification in finance or business and a minimum of 12 years relevant work;
• Deep knowledge of IFC investment operations in infrastructure (field experience and direct experience in processing investments preferred);
• Familiarity with IFC’s (preferably INR’s) climate-related work, and commitment to the climate agenda;
• Proven track record of managing and motivating staff across different locations, being a strong mentor, and leading by example;
• Track record of initiating and implementing key strategic and change management initiatives
• Excellent people management skills and openness to feedback;
• Ability to work in the matrix, and deliver high-quality work within deadlines to meet team objectives;
• Ability to handle sensitive issues diplomatically and discreetly;
• Building organizational capacity through system and process improvements;
• Ability to develop innovative solutions and challenge the status quo to build the business;
• Recognized as a team player, leader, strategic thinker, and thought leader;
• Strong written and verbal communications skills; fluency in English essential;
• Ability to collaborate closely with colleagues across the World Bank Group;
• Ability to represent IFC externally and to develop/manage relationships with external stakeholders; and
• Sound business judgment and demonstrated experience to deliver results under stressful timetables.
