Main purpose of the role

This exciting role on CIFF’s SRHR team will drive innovative grant making and focus on high leverage opportunities to grow CIFF’s influence and the impact of our programmes.

The Manager, SRHR – HIV & Demand Generation, will oversee a high-impact portfolio that is central to the delivery of the SRHRsector team priorities and meet the corporate objectives of the CIFF Board. The role has a particular focus on CIFF’s strategy for HIV prevention through self-testing and prevention services that reach the most vulnerable; and a broader focus on how the SRHR programme integrates best-practices for increasing demand for SRHR choices – including contraception, prevention of unsafe abortion, and self-managed care.

This role will manage investments on:

  • Scaling equitable access to HIV self-testing and linkage to services in the public and private sectors in sub-Saharan Africa
  • Driving incidence reduction in areas of highest incidence through well-targeted prevention services
  • Testing innovative models of testing and prevention service delivery
  • Testing and scaling innovation approaches to increasing demand for SRHR choices.

This is a managerial role within a small, entrepreneurial team, which will coordinate talented colleagues to deliver high quality, timely proposals and programmes in alignment with strategy.

This role will also act as the day-to-day relationship owner for several critical CIFF partners, including co-funders and strategic grantees, developing their capacity to implement and influence the field.

Success for this role will be measured through a combination of specific metrics on scaling up HIV testing and prevention (notably, self-testing scale and linkage, PrEP access), alongside system-level changes that lead to greater demand for HIV prevention services.

Role’s responsibilities

Strategy and planning

  • Prepare and present high-quality analysis and research, as required, to support the sector in determining future strategic priorities and setting operational plans.
  • Lead on the development of strategies related to equitable access to HIV testing and prevention.
  • Conduct analysis and research on projects, innovations, emerging and best practices, as inputs into strategic priorities and planning.
  • Organize, coordinate, document and professionally present from strategy and planning processes, including leading these processes when required.
  • Provide support across broader SRHR team strategies as needed.
  • Support the implementation and development of pipeline investments responsive to the SRHR strategy and its priorities.
  • Manage an existing grant portfolio of ~$50-60M, including a key strategic grantee – the Global Fund – which is designed to scale up access to critical innovations in HIV testing and prevention.
  • Support an active pipeline of potential investments ($10-20M), focusing on testing innovations in monitoring self-testing and de-medicalisation of prevention services.
  • Prepare and present high-quality analysis and research, as required, to support the sector in determining future strategic priorities and setting operational plans.
  • Ensure that all new programme proposals adopt a commercial, sustainable, and innovative approach to permanently solving the most challenging problems.
  • Working in partnership with the Evidence, Measurement & Evaluation team, identify ways to enhance learning across the SRHR community on the role and performance of consumer and provider marketing strategies that leads to the widespread adoption of best practices.
  • In collaboration with partners, oversee regular reviews of the progress and performance of programmes, identify course correction actions where programmes are underperforming their potential, and ensure solutions are implemented effectively.
  • Represent CIFF in key global and regional forums on HIV.
  • Advance CIFF’s role and reputation as a leader in equitable access to HIV prevention.
  • Develop mutually beneficial, peer-level relationships with key Government, donor and private-sector partners involved in self-testing and prevention.
  • Keep abreast of developments on consumer insights, marketing strategies, delivery approaches in HIV testing and prevention, establishing appropriate information gathering networks and channels to deepen professional knowledge and skills.

Programme development, delivery & performance

  • Apply agreed due diligence and risk management protocols appropriately throughout the development and delivery of proposals and programmes, to ensure the interests and reputation of the Foundation are protected.
  • Conduct structured feasibility analysis on investment proposals, using an appropriate range of methodologies and techniques, to ensure they are based on logical and robust assumptions, which can withstand scrutiny from the Executive Team (ET) and CIFF Board.
  • Co-ordinate the development of grant agreements, to forecast and process grant payments and to enable effective grant management and reporting within the organisation.
  • Identify opportunities and options for improving processes, procedures and programme management approaches within (and beyond) the team, to support increased organisational efficiency and effectiveness.
  • Sector knowledge, partner management and profile-building

Stakeholder and partner management

  • Conduct rigorous research and evaluation of potential partners, using agreed corporate protocols and techniques, to assess their suitability and credentials for collaborating on CIFF initiatives.
  • Apply CIFF’s agreed account management disciplines and approaches in all dealings with programme partners and stakeholders, to ensure productive and professional relationships are maintained in a coordinated and strategic manner.
  • Working alongside senior colleagues, help to develop strategic partnerships to support adoption, replication, co-funding or scaling-up of CIFF programmes.
  • With a variety of external audiences, develop and maintain strong partnerships and act as a knowledgeable resource about CIFF’s programmes and priority areas.

Team leadership

  • Be a role model to less experienced team members, demonstrating CIFF’s leadership behaviours and providing mentorship to aid their growth.
  • Adopt a coaching approach with colleagues which instills a culture of openness and trust, embraces diverse thinking, and encourages continuous improvement and learning
  • We operate a matrix structure so reporting lines can vary between specific aspects of the role.

Requirements

Skills & Experience

  • Demonstrable experience in HIV testing and prevention strategies in low- and middle-income countries, including consumer insights, behaviour change, delivery channels, and effective strategies for reaching the most vulnerable.
  • Demonstrable experience in analysis and due diligence; policy, planning and programme delivery, including field experience, all within the development sector
  • Strong experience in the design and delivery of demand-side approaches in the health sector.
  • Working knowledge of the sexual & reproductive health sector, and an understanding of key players and debates
  • Knowledge of the evidence bases pertaining to demand-generation for SRHR and HIV, programme design and implementation.
  • Strong working knowledge of impact measurement and programme monitoring and evaluation
  • Networks in and knowledge of key stakeholders in priority countries in sub-Saharan Africa and South Asia (e.g., Ministries of Health, civil society organizations).
  • An innovative thinker with a pragmatic and solution-oriented mindset
  • Ability to analyse an organisation’s strength of management, vision and adaptive capacity. Ability to recruit, guide, influence and/or advise management teams to effectively implement programmes
  • Experience working within government systems and/or experience influencing the policies of government agencies, private sector organizations or donor organisations
  • Effectively champions and promotes causes – credible and professional, they always present the Foundation’s programmes in a compelling way to engage the audience
  • Skilled in relationship building and strengthening; able to influence others and work collaboratively, uniting groups with a shared purpose
  • English is CIFF’s business language – we expect all our people to display outstanding verbal and written communication skills across all aspects of their role. Proficiency in French and/or local languages in our countries of focus is advantageous.
  • Capacity to work in a range of cultural and socio-economic contexts, adapting style and approach appropriately and in a culturally sensitive manner to maximise effectiveness
  • IT proficiency (most specifically in Microsoft Word, Excel and PowerPoint)

Management dimensions Responsibility for an active portfolio of approx. $50-60M and a pipeline of $10-20M over the next two years.

Benefits

The starting salary for this role is GBP 63,790

CIFF operates a hybrid working policy across all locations, which means employees work some of the time in the office and some of the time from home. We are happy to provide more information on this as part of the recruitment process.
