Purpose of Job

To plan, develop and implement strategies and policies relating to the Bank’s global real estate portfolio, space management, health & safety, travel and other corporate support functions, with Bank-wide applicability to reflect institutional plans, ensure a safe, secure and productive working environment for all Bank employees and support the drive to modernise the Bank.

Modernising the Bank is crucial to boosting efficiency & productivity, attracting & retaining talent, minimising operational risks & ultimately to delivering value & impact to shareholders & clients. The Covid-19 pandemic has accelerated thinking within the Bank about new & better ways of working. The team has delivered on the largescale project – the new Headquarters, however, there are new challenges such as expansion into new geographies, modernisation to be aligned with the changing landscape and business needs, overall structure of the team and synergies with CTO and other parts of the Bank.

The role works with Executive and Senior Management of the Bank to influence and enable the Bank’s strategy through delivering effective administrative services that adequately fulfil the needs of the business, and drive productivity.

Accountabilities and Responsibilities

  • Lead the ASD function by managing the real estate portfolio, resources, budget, and department across the Bank’s HQ and Regional Offices, to ensure ASD operations run smoothly and effectively, meeting business needs.
  • Accountable for all aspects of strategic development of the Bank’s global corporate real estate, facilities and equipment management, including devising related policies and projects and their implementation at HQ and RO level.
  • Accountable for developing, implementing and maintaining of Bank-wide policies related to health safety , including aviation and , and travel safety
  • Accountable for the Bank’s Travel policy and travel management Bank-wide.
  • Accountable for technology concerning equipment, especially in the new headquarters.
  • Responsible for overseeing and directing Bank-wide inventories, insurance management related to health and safety; and properties of the Bank.
  • Ensure planning and directing all procurement related activities of the department and contractual agreements in support of the departmental mission.
  • Responsible for directing the preparation and implementation of departmental budget, to reflect the Bank’s business strategies.
  • Accountable for continuously reviewing the delivery of objectives and establishing development of innovative approaches leading to constant improvement of service to the Bank.
  • Responsible for designing and monitoring ASD’s organisational design, actively ensuring that ASD has an operating model that is strategic, efficient, and most effectively adapts to the needs of the Bank
  • Identify and assess with peers opportunities in development and implementation of strategies in the area of corporate objectives, in order to ensure the most effective and efficient use of Bank’s resources.
  • Ensure monitoring, measurement, and reporting on operational issues, opportunities and development plans, in order to provide the best possible value for money and the best possible quality, effectiveness and efficiency of delivery of services.
  • Develop the people strategy, including a focus on location strategy, to ensure the department has the workforce needed to achieve the department’s objectives now and in the future, translating this in to an actionable resource plan.
  • Directly accountable for the engagement and effective overall management of staff including recruitment, compensation (as per procedure and guidelines), performance management, coaching and development.
  • Selects and maintains a mix of resources, partners and vendors to ensure that the department can meet its obligations for new initiatives and current operations and, manages the operational delivery and commercial management of third parties and suppliers, ensuring risks are managed and appropriate governance is in place.
  • Responsible for departmental submissions to the Executive Committee and the Board and as and when required, assists the VP CTO in related presentations to these bodies.
  • Providing guidance and advice to ExCom members, Managing Directors and Directors, as well as other managers in the Bank.
  • Influencing policy, decisions and implementation considerations through membership of several key committees of the Bank
  • Representing the Bank in dealings with external partners globally (other IFIs, international and local partners, key contractors and consultants), on issues related to the department’s function.
  • Identifies and designs interventions to support the sustainable roadmap of the Bank and reduce emissions. Responsible for the implementation and maintenance of accreditations related to facilities (ISO, EMS, EPC) and ensures standards are met and maintained.
  • Work with transformation teams to support the priorities and approach to wide scale change and realisation of the agreed benefits.

Knowledge, Skills, Experience & Qualifications

  • Extensive experience in facilities and real estate management and being able to implement modern techniques, policies and approaches in a multinational and culturally diverse institution.
  • Experience in health and safety management and good understanding of issues related to modern corporate travel management
  • Understanding and experience in developing and defending complex budgets and related contractual activities
  • Ability to positively collaborate as part of a senior leadership team, and operate across the Bank as a whole to develop effective partnerships. Provide effective motivation, resilience and guidance and ensure consistency of approach across the team through good planning and organising abilities.
  • Excellent ability to negotiate complex agreements both, externally and internally
  • Understanding and ability to constantly review new opportunities and deliver change within the functional area and to be a part of the same process institution-wide
  • Understanding of governance processes in a complex commercial and political environment
  • Excellent communication skills, with strong influencing skills and an ability to effectively communicate technical issues in plain language.
  • A pragmatic, problem solving mind-set with an ability to tackle difficult political and implementation issues related to both operations and projects and guide all parties to an outcome in the best interest and risk appetite of the organisation.
  • Excellent organisational awareness and alignment to the Bank’s agenda – understand how to get things done through the formal and informal channels of an organisation in a manner consistent with the organisation’s mandate.
  • Degree and post-graduate qualifications in relevant field or equivalent experience.
