UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Gender Responsive Governance and Leadership is one of UN Women’s primary work areas through enabling governance systems to achieve gender equality and women’s empowerment. Commitments to promote gender equality need to be backed by adequate funds and systematically monitored for progress in reducing gender discrimination. Yet there is a disconnect between such commitments and allocated funding in many national budgets, including in Jordan. To bridge this gap, UN Women, the Ministry of Planning and International Cooperation (MOPIC), and the Jordanian National Commission for Women (JNCW) have been working with national partners to implement gender-responsive budgeting (GRB). The approach entails channeling adequate resources to meet the different needs of both women and men. To this end, the GRB project aims to reduce gender-based inequalities by strengthening and operationalizing GRB in Jordan. Key partners will be MOPIC, JNCW, and the General Budget Department (GBD) within the Ministry of Finance (MoF), and the four pilot ministries for GRB implementation in Jordan: Ministry of Health (MoH), Ministry of Education (MoE), Ministry of Labor (MoL) and the Ministry of Political and Parliamentary Affairs (MoPPA). The consultant will be reporting to the Assistant Representative for Gender Responsive Governance and will be supported by the Gender Responsive Budgeting Specialist, who will be the point of contact on the contract and payment issues. The M&E Project Analyst will assume the coordination and programme/project responsibility to support various tasks related to the implementation of the project in collaboration with the Implementing Partners, Government officials and in close cooperation with Programme Unit as well as with the Operations team in the Jordan Country Office. S/he supports the delivery of UN Women programme/project by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he works in close collaboration with the programme team at UN Women Jordan to deliver on these results.
1. Project Implementation and Technical Support
• Provide inputs to the annual work plan and budget as required;
• Provide technical support to the implementation of project activities
• Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results;
• Support monitoring of budget implementation and project activity expenditures and provide inputs to financial reports;
• Support to prepare the project packages and supporting documents for their appraisal;
• Support and organize donor field visits, donor coordination meetings and high-level technical meetings;
2. Provide technical assistance and capacity development support to project/program partners
• Provide technical support to the implementation of project activities with partners;
• Review progress reports and provide feedback to implementing partners as needed to ensure results-based reports and analysis and capturing of data. Ensure validation of reports by respective Programme teams;
• Assess quality and methodological issues of partners’ reports and prepare periodic technical assessment updates and recommendations for improvements;
• Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.
3. Provide technical inputs to the monitoring and reporting of the program/ project and tracking of results against country/ regional level targets and UN Women Strategic Plan
• Monitor progress on program/ project activity, results, and indicators;
• Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting
• Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
4. Provide inputs to advocacy, knowledge building and communication efforts
• Provide technical inputs to background documents, briefs and presentations related to gender responsive governance;
• Coordinate and support the programme/ project of advocacy activities, trainings, workshops and knowledge products; • Provide inputs to the development of knowledge management products on gender responsive governance.
• Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
5. Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
• Participate in donor meetings and public information events, as delegated.
6. Provide substantive inputs to advocacy, knowledge building and communication efforts
• Develop background documents, briefs, and presentations related to gender-responsive governance;
• Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
• Coordinate the development of knowledge management methodologies and products on gender-responsive governance.
Consultant’s Workplace and Official Travel: This is an office-based consultancy. As part of this assignment, there will be a maximum of 3 trips to the Dead Sea or Aqaba

Education and Certification:
• Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
• At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building;
• Excellent analytical skills with a strong drive for results and capacity to work independently.
• Excellent verbal and written communication skills, including the ability to prepare analytical documents, succinct summaries and discussion points;
• Experience in gender-responsive governance and gender-responsive budgeting is an asset;
• Experience in the Jordanian national context, gender equality, and women’s empowerment efforts and structures is an asset.
• Experience coordinating and liaising with government agencies and/or donors is an asset.
Languages:
• Fluency in English and Arabic is required.
• Knowledge of French or any other UN official is an asset.
