About the role
Overall purpose of the role:
The Cash Consortium Yemen is one of the largest humanitarian cash assistance providers in Yemen, which is led by DRC along with 5 international NGOs as partners and IOM as technical lead. This position has to support building the monitoring evaluation accountability and learning activities of CCY, improving the existing system, ensuring the data quality, and continuously feeding the information into different reports and stakeholder needs. The position will report to the MEAL Specialist under the overall guidance of the MEAL Manager
Duties and Responsibilities:
- Lead the development and implementation of advanced statistical analyses and modeling techniques by Microsoft Excel, R, and PowerBI to assess program impact and effectiveness.
- Work closely with the Information Management team to ensure data integrity, quality, and security in MEAL activities, implementing appropriate measures and protocols.
- Ensure the timely collection, analysis, and reporting of data on program indicators and targets and provide regular feedback to program teams.
- Analyze collected data using R and other relevant programming languages to derive actionable insights and inform evidence-based decision-making in MEAL processes.
- Contribute to the design and implementation of MEAL data management protocols and standard operating procedures (SOPs) in collaboration with the Information Management team.
- Develop and maintain data collection tools and methodologies using R, ensuring alignment with MEAL objectives and standards.
- Strengthen accountability mechanisms, including Feedback, Complaint, and Accountability Mechanism (FCRM), and ensure timely submissions of reports from the partners as well as communication for getting responses on sensitive complaints.
- Build the capacity of the partner program and MEAL staff and ensure they have the necessary tools and skills to collect, analyze, and use data effectively.
- Contribute to the development of project proposals, work plans, and award modification requests on MEAL activities and indicators.
- Collaborate with the Information Management team to enhance and optimize MEAL information management systems, utilizing R programming skills to streamline data.
- Implement data collection tools and methodologies for the PDM and endline surveys ensuring they are standardized, efficient, and appropriate for the context.
- Implement standardized, efficient, and context-appropriate data collection tools and methodologies for Participatory Design Monitoring (PDM) and endline surveys, while ensuring the quality and accuracy of data through cross-checks and providing feedback and support to partner teams as necessary.
- Any other duties as required by the supervisor or the MEAL team.
Experience and technical competencies:
- At least two years of experience collaborating with an NGO, INGO, UN agency, or equivalent, or demonstrating comparable skills in R scripting or similar scripting languages.
- Capacity of using R-studio is an asset for this position. Candidates with similar expertise will be prioritized
- Excellent report writing skills, including editing the work of others
Education:
- University degree in computer science, information technology, development studies, social science, economics, or any other related field.
Languages:
- Good English language (written and spoken)
- Fluency in Arabic language (written and spoken)

Contract length: ends in December 2024, to be renewed based on Funding and Performance.
Position Band: This position will be placed in the non-Management (H1) band.
