The Medical Asset Manager Assistant (International Individual Contractor) in the IMO team will support the unit to manage the provision of medical commodities, the write-off and disposal of medical equipment in the context of ATMIS downsizing and closure of FOB including medical treatment facilities.
Delivers outputs for which one has responsibility within prescribed time, cost and quality standards.

Supports subordinates, provides oversight and takes responsibility for delegated assignments.
Identifies issues and implements solutions to problematic areas related to medical asset management.
Prepare timely write-off requests for damaged property or property which has become obsolete and raise requests for write-off in the Umoja system; facilitate submission to the local Property Survey Board (LPSB) by Claims Office and ensure that property approved for write-off and disposal is handed over to the Property Disposal Unit (POU) in a timely manner.

Duties and Responsibilities
The position of the Medical Asset Manager Assistant (International Individual Contractor) is located in the Medical Services Section within the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. The Medical Asset Manager will report directly to the Head of Integrated Medical Office.
Within delegated authority, the Medical Asset Manager Assistant (International Individual Contractor) will be responsible for the following duties:
• Assists with planning of medical asset management operations, monitor progress through statistical analysis of database records and monthly progress reports for the section.
• Assists the Head of the IMO in compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of medical asset management activities within the context of the overall mandate of the unit, including terms of reference and job descriptions for the Staff in the Unit.
• Monitors ongoing operations, undertake regular site visits of field in the Sectors Medical Facilities and carries out physical inspections and verification of UN property.
• Liaises with the Procurement, Movement Control unit, Warehouse Unit and ATMIS Asset Manager at the mission on matters related to inventory control, receiving and inspection as well as disposal activities of UN property.
• Plans and supervises proper disposal of hazardous medical waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination.
• Maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN property at mission in conformance with Administrative Instructions, LDS/DFS guidelines and mission Property Management standard operating procedures.
• Identifies issues and implements solutions to problematic areas related to medical asset management.
• Prepare write-off requests for property, which is lost, obsolete or damaged; receive technical evaluation reports on damaged property or property which has become obsolete and raise requests for write-off in the Umoja system to facilitate submission to the local Property Survey Board (LPSB) by Claims Office; ensure that property approved for write-off and disposal is handed over to the Property Disposal Unit (POU) in a timely manner.
• Participate in the acquisition and the drafting of preliminary specifications for requirements; participate in the preparation of the technical evaluation committees and presentations to the Local Committee on Contracts.
• In collaboration with the biomedical technician, ensure all medical equipment are serviced on regular basis.
• Participate to the review and approval of ATMIS and UNSOS MTFs commodities requests and follow up issuance and delivery with relevant mission units.
• Perform other duties as required.
Qualifications/special skills
High High school diploma or equivalent is required.
A minimum of eight (8) years of progressively responsible experience in medical logistic operations or supply services, inventory management, procurement, logistics, project management or related area is required. At least 5 years of experience at the international level is required.
Experience in supporting medical supply chain in support of or in a field operation of the United Nations Common System or a comparable international organization is required.
Knowledge of Asset Management is required.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
Technical or vocational certificate in at least one of the following areas: procurement/contract management, inventory management, supply management and medical supply management is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required.
