Position Overview:
The medical Laboratory technician will work closely with other existing MOH lab personnel at PIH supported facilities to improve service by establishing and implementing a Laboratory Quality Management System (LQMS) through on-site mentorship. As part of PIH’s commitment to helping, strengthen existing health system, PIH though its partnership with the MOH intends to expand the scope of laboratory services at the PIH supported facilities to include clinical laboratory services (Hematology/Blood bank & Chemistry).

Position summary:

Under the direction of the laboratory supervisor or designated supervisory staff, the medical laboratory technician performs routine laboratory testing and instrument related duties in a timely manner for patient care, and implementing Quality management system.

Essential Duties and Responsibilities:
 

  • Perform routine laboratory testing in the various sections of the laboratory following standard operating procedures (SOPs).
  • Provides bench training on new and existing test techniques to lab personnel & students plus coordinate continuous education sessions
  • Confirms abnormal results, resolves specimen & testing discrepancies and institutes appropriate follow-up measures for unusual results with input from supervisor.
  • Assumes Quality officer role that includes ensuring QC is performed, recorded, documentation of incidents, corrective & preventive actions.
  • Work with lab supervisor & PIH lab manager to mentor & coach the lab personnel on the implementation of LQMS using the SLIPTA checklist or equivalent as a reference framework.
  • Ensure calibration, user maintenance, preventive maintenance of instruments & equipment is performed and documented.
  • Ensures completion of tests as per set Turn-around-Time and reconciliation of pending test reports is done in a timely manner.
  • Facilitates troubleshooting for technical & analytical problems that may occur in the laboratory not limited to specimen collection but across all three Phases of Laboratory Testing.
  • Work with supervisor to monitor, review and analyze QC data, QA information to determine reliability & acceptability of patient results
  • Compiles and submits monthly laboratory reports such KPIs as required or requested by supervisor.
  • Provides bench training, coaching on testing techniques to new employees and students. Attends continuing education sessions as required.
  • Assists in development and reviewing of standard operating procedures (SOPs) as requested.
  • Ensure that all safety guidelines are followed strictly at all times & maintains a neat and organized bench area replenishing supplies as needed.
  • Monitor and document the environmental conditions (Room temperature and Fridge temperatures).
  • Monitor and order supplies for use as required to avoid service interruption. Monitor stock levels and document.
  • Recognizes alert/critical test results and informs appropriate personnel and communicates information such as test results, normal ranges, and specimen requirements to authorized sources.
  • Arranges for pickup or delivery of specimens sent to reference lab or outside lab, retrieval or results, distribution & filing of results.

Responsibilities

  • Knows the informal policies, procedures and practices necessary to conduct the normal function of a specific section, unit, or work area. Is aware of the role of the position and its potential impact on the working unit.
  • Carries out duties and responsibilities with limited supervision. Makes decisions and establishes work priorities on essentially procedure-oriented operations.
  • Exchanges routine information in an appropriate manner requiring good oral and written communication skills.
  • Adheres to all institutional policies, including but not limited to, ethical compliance and Code;
Qualifications:
Required:

  • BSc, in Medical Laboratory Science, or Diploma in Laboratory Science or Associate’s Degree in Medical Laboratory science with two (2) or more years of work experience.
  • MUST be fully registered and licensed by The Board of Licensure & Accreditation of the Liberia Association of Medical Laboratory Technologists (BALMLT).

Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health (MOH), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Liberia, from the community level to the health center and to referral hospitals.

PIH-Liberia currently has implementation programs at facilities in Maryland County (JJ Dossen Hospital, Pleebo Health center, and Edith-Wallace Health center) and the TB annex Hospital in Monrovia. Through our partnership with other NGO & the MOH through the CHTs, we support a wide range of programs in four other counties in the south East region.
