JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Enablement (STREN) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The Joint Medical Division (JMED) provides medical cross-cutting authority, direction and sets the requirement at the strategic level for all aspects of medical support

2. PRINCIPAL DUTIES

 The incumbent’s duties are:

a)    Support strategic oversight and implementation and analysis of newly approved NATO Medical Support Capstone Concept (NMSCC) and the development of subsequent Minimum Capability Requirement;

b)    Support strategic oversight and implementation and analysis related to strategic enablement of DDA & ensure that medical care and support to operations remains capable and relevant for SACEUR strategic Medical Common Operating Picture (MEDCOP);

c)   Develop set of medical contracts to reduce risk to NATO forces by ensuring medical contracts are available when needed to provide timely medical services  across the continuum of care;

d)    Provides support by conducting qualitative and quantitative data analysis of a myriad of medical topics;

e)    Development of decision making and situational awareness tools;

f)     Contributes input and creation of medical briefings for JMED MEDAD, SUPPORT, COS, and SACEUR;

g)    Responsible for data analysis to inform working groups, CATs, and ACO subcommands;

h)   Provides data analysis in support of medical threat analysis and health risk assessments for current and emerging NATO operations;

i)    Interfaces closely with J2, J3, J5 and Intelligence Infusion Center for medical information/intelligence reports;

j)      Prepares data to inform JMED response to SACEURs medical priority intelligence requirements;

k)    Provides input to Medical Lessons Identified/Lessons Learned process.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) Experience in the use of software tools to provide qualitative, quantative, compiled, verified, assessed and analysed data in support of a myriad of medical topics to include, but not limited to; medical policy, medical support, medical intelligence and medical information at the strategic and operational level.  

2) Ability to provide analysis of medical plans and develop implementations plans, decision making and situational awareness products, strategic enablement plans, medical briefings, and other plans and medical requirements as needed.

 

2. Education/Training

Higher Secondary education in a medical discipline (or related medical discipline) and 3 years of related experience OR secondary education and completed advanced vocational training leading to professional qualification with 4 years related experience.

3. Language

English SLP – 3322 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

a. Professional/Experience

1) Experience in preparation of routine correspondence and compilation of data and material for publishing.

2) Substantial personal responsibility and autonomy.

3) Minimum of 3 years of experience as a data analysist in a professional setting.

 

b. Education/Training

      1)    Word Processing: Advanced knowledge

      2)    Spreadsheet: Advanced knowledge

      3)    Graphics Presentation: Advanced knowledge

6. Attributes/Competencies

• Personal Attributes: The incumbent must have good interpersonal and communication skills as well as diplomacy when dealing with civilian staff members.  In its administrative support of NATO staff member must be able to apply directives and regulations without supervision and be able to judge when to refer exceptions to supervisor.

• Professional Contacts: The incumbent has professional contacts with others working in the same unit with NATO staff members.  In addition, member has contact with personnel in other NATO/ACO Headquarters.

• Contribution To Objectives: The work consists of the day to day administrative and analytic support to JMED Division.

 

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension. Expected starting date is 01-Sept-23.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
