PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote a model of economic growth known as “green growth”. The green growth model integrates variables measuring economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.

Since its establishment in 2013, GGGI has supported the government of Mexico to develop the National Climate Change Strategy and the Special Climate Change Program. Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico’s access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC, in its adaptation component, that will be the basis to define the strategy of the for the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT, as per its acronym in Spanish) for the achievement of the goals set forth in the updated NDC presented at COP 27 in 2022.

To this end, GGGI seeks technical support to collect and analyze all the information and studies that the Government of Mexico has previously developed to guide the implementation of the adaptation component of the NDC, such as NDC, Adaptation Communication, Economic Analysis of Country Commitments on Adaptation to Climate Change, and Monitoring and Evaluation of the Climate Change Adaptation Process in Mexico developed by the National Institute of Ecology and Climate Change (INECC, as per its acronym in Spanish). As well as technical inputs generated by other organizations such as Mexico Climate Initiative (ICM, as per its acronym in Spanish).

Also, within this context, an independent adaptation consultant is needed to support GGGI Mexico in technical discussions with government and other key stakeholders, and for the organization of regional workshops, in which the main needs and projects with the greatest potential to reduce vulnerability and improved resilience, and maturity level to be implemented in the short and medium term will be identified and discussed.

OBJECTIVES OF THE ASSIGNMENT

Develop technical inputs focused on vulnerability and risk assessments to refine the priority projects of the Government of Mexico for adaptation, as well as identify and compile other viable actions and projects that will allow Mexico to achieve the objective of reducing its vulnerability by the year 2030.

Such elements will contribute to the development of the adaptation component of the Roadmap for the Implementation of Mexico’s Nationally Determined Contribution to be presented at COP28 in December 2023.

DELIVERABLES AND PAYMENT SCHEDULE

Activities

The consultancy must carry out at least the following activities:

  1. Review the based information used for the development of Mexico’s adaptation NDC and its lines of action, in term of vulnerability and risk assessments: 1) Prevention and treatment of negative impacts on the human population and the territory, 2) Resilient production systems and food security, 3) Conservation, restoration and use, 4) Integrated management of water resources with a climate change approach, and 5) Protection of strategic infrastructure and tangible cultural heritage.
  2. Analysis and synthesis of the technical reports and tools developed by Mexico to assess vulnerability to climate change and prioritize states and municipalities to differentiated climate impacts such as the “National Atlas of Vulnerability to Climate Change Mexico”, the “Characterization of Climate Change Adaptation Initiatives (IACC) in Mexico during the period 2010-2020”, and information used in the Sixth National Communication.
  3. Review and assess information from other efforts focused on climate impacts, climate forecasting, and vulnerability and risk assessments that could contribute to the development of Mexico’s NDC roadmap from Civil Society Organizations (CSOs), think tanks, or academic institutions.
  4. Identify and analyze relevant adaptation actions with the potential to contribute to the Roadmap adaptation component.
  5. Synthesize reviewed literature information to propose a detailed roadmap for the implementations of Mexico’s NDC. The roadmap shall include adaptation approach to be used, means of implementation, technologies to be used, key performance indicators, and timeline.
  6. Support the organization and conduction of regional and institutional workshops in which the main needs and adaptation projects with the greatest potential to be implemented in the short and medium term, will be discussed. In addition, the consultant shall support in the development of technical inputs, develop presentations, and provide technical and logistical support during the workshops.
  7. Support the organization and conduction of socialization workshops in which the objective is to communicate the roadmap´s adaptation activities, tasks, stakeholders and their roles, and timeline to interested audiences and the identification of early implementation adaptation measures.
  8. Participate and support meetings and generating technical inputs related to climate change mitigation with national and subnational governments and other relevant stakeholders.

Deliverables

Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with the GGGI Mexico’s Sustainable Landscape Officer, the consultant will develop the following deliverables:

Deliverable 1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

  1. Methodology, approach, phases, deadlines, and responsibilities.
  2. Detailed timeline

Deliverable 2. Mexico’s NDC adaptation component summary report and Regional and Institutional workshops’ outcomes report.

Report including a synthesis of the reviewed documents, research papers, technical information, vulnerability, adaptation approach, economic and financial information focused on the implementation of Mexico’s NDC adaptation component for the aforementioned sectors.

Additionally, the consultant shall deliver a report including the inputs (adaptation actions, implementation barriers, etc), outcomes, and agreements reached and received during the development of the series of Regional and institutional workshops. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).

Deliverable 3. Mexico’s Adaptation NDC implementation roadmap technical report

A report containing a prioritized list of adaptation actions based on Mexico’s vulnerability profile, climate projections, and risk assessments. The report shall include a timeline for the implementation of adaptation component of Mexico’s NDC including used adaptation approach, means of implementation, technologies to be used, and key performance indicators. The report shall include the feedback and inputs received after supporting SEMARNAT and key partners in the review and improvement of the roadmap. The consultant will also include materials to be presented at COP 28 by Mexican officials.

Deliverable 4. Socialization workshops’ outcomes report

A report including feedback from interested stakeholders participating in the Socialization workshops in terms of climate vulnerability and risk. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).

EXPERTISE REQUIRED

The consultant must meet the following requirements:

  • (REQUIRED) Mexican citizen or a foreign resident with a current work visa.
  • (REQUIRED) Professional with an undergraduate degree (preferred with graduate degree) in natural sciences (e.g. environmental sciences, geography, climatology or equivalent); engineering (e.g., environmental engineering or equivalent); or economics (e.g. climate change, environmental).
  • (REQUIRED) Professional experience of at least four (4) years of which two (2) years are in vulnerability or risk assessment, and adaptation actions proposal and assessment.
  • (REQUIRED) Knowledge of climate change adaptation policy in Mexico.
  • (REQUIRED) Experience in the development of adaptation policy documents for Mexico.
  • (DESIRED) Experiences of prior work with the Government of Mexico or subnational environmental authorities.
  • (REQUIRED) Excellent writing and proposals drafting skills both in English and Spanish.
  • Excellent skills in data analysis and critical thinking.
  • Strong skills in assertive communication.
  • Ability to produce deliverables with minimal supervision.
  • Only applications in English will be evaluated.
