INTRODUCTION TO GGGI

Since its establishment in 2013, GGGI has supported the government of Mexico to develop the National Climate Change Strategy and the Special Climate Change Program. Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico’s access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC, in its adaptation component, that will be the basis to define the strategy of the for the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT, as per its acronym in Spanish) for the achievement of the goals set forth in the updated NDC presented at COP 27 in 2022.

To this end, GGGI seeks technical support to collect and analyze all the information and studies that the Government of Mexico has previously developed to guide the implementation of the adaptation component of the NDC, such as NDC, Adaptation Communication, Economic Analysis of Country Commitments on Adaptation to Climate Change, and Monitoring and Evaluation of the Climate Change Adaptation Process in Mexico developed by the National Institute of Ecology and Climate Change (INECC, as per its acronym in Spanish). As well as technical inputs generated by other organizations such as Mexico Climate Initiative (ICM, as per its acronym in Spanish).

Also, within this context, an independent adaptation consultant is needed to support GGGI Mexico in technical discussions with government and other key stakeholders, and for the organization of regional workshops, in which the main needs and projects with the greatest potential to reduce vulnerability and improved resilience, and maturity level to be implemented in the short and medium term will be identified and discussed.

The objective of such task will be to deliver a Roadmap for the Implementation of Mexico’s Nationally Determined Contribution to be presented at COP28 in December 2023.

The consultancy must carry out at least the following activities:

1. Review Mexico’s NDC adaptation axis at its lines of action, in terms of technical and economic feasibility, and policy: 1) Prevention and treatment of negative impacts on the human population and the territory, 2) Resilient production systems and food security, 3) Conservation, restoration and use, 4) Integrated management of water resources with a climate change approach, and 5) Protection of strategic infrastructure and tangible cultural heritage
2. Analysis of the technical reports “First Communication on the Adaptation of Mexico to the United Nations Framework Convention on Climate Change”, “Economic Analysis of Country Commitments on Adaptation to Climate Change”, “Cost accounting proposal for losses and damages related to the observed repercussions of climate change in the System of National Accounts for Mexico”, “Mainstreaming of Adaptation to Climate Change in Sectoral Public Policy Instruments at the Federal Level”, and “Monitoring and Evaluation of the Climate Change Adaptation Process in Mexico”.
3. Review and assess information from other efforts focused on providing roadmaps, guidelines, or plans for the implementation of Mexico’s Adaptation NDC from Civil Society Organizations (CSOs), think tanks, or academic institutions.
4. Identify and analyze other relevant information related to the activities of the intervention project proposed by SEMARNAT and GGGI Mexico with the potential to contribute to the roadmap adaptation component.
5. Synthesize reviewed literature information to propose a detailed roadmap for the implementations of Mexico’s NDC. The roadmap shall include specific vulnerability, adaptation approach, means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, and timeline.
6. Identify legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC adaptation goals. Provide recommendations on how to reduce negative impacts from legislative, economic, technological, social, and environmental barriers.
7. Support the organization and conduction of Regional and Institutional workshops in which the main needs and adaptation projects with the greatest impact to be implemented in the short and medium term, will be discussed. In addition, the consultant shall provide technical input, develop presentations, and provide technical and logistical support during the workshops.
8. Support the organization and conduction of socialization workshops in which the objective is to communicate the roadmap´s adaptation activities, tasks, stakeholders and their roles, and timeline to interested audiences and the identification of early implementation adaptation measures.
9. Participate and support meetings and generating technical inputs related to climate change mitigation with national and subnational governments and other relevant stakeholders.
10. Improve and adjust the adaptation of the NDC Roadmap if necessary.
11. Develop technical materials for national and international fora to present Mexico’s NDC adaptation roadmap.

Deliverables

Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with the GGGI Mexico’s Sustainable Landscape Officer, the consultant will develop the following deliverables:

Deliverable 1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

1. Methodology, approach, phases, deadlines, and responsibilities.
2. Detailed timeline

Deliverable 2. Mexico’s NDC adaptation component summary report and Regional and Institutional workshops’ outcomes report

A Report including a synthesis of the reviewed documents, research papers, technical, economic and financial information focused on the implementation of Mexico’s NDC adaptation component.

An additional report including the inputs (adaptation actions, implementation barriers, etc), outcomes, and agreements reached and received during the development of the series of regional and institutional workshops, in terms of economic, policy, and implementation barriers. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information) for the selected sectors.

Deliverable 3. Mexico’s Adaptation NDC implementation roadmap

A report including a detailed roadmap for the implementation of adaptation component of Mexico’s NDC including include vulnerability, adaptation approach, targeted axis and line of action, means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline for all sectors. The report should also include the identification of legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC adaptation goals of prioritized adaptation actions. It shall also include recommendations on how to reduce negative impacts of the identified barriers in terms of legislation enhancement, economic incentives development, production, and consumption patterns improvement, etc, for all sectors based on inputs from the adaptation consultant. The report shall include the inputs and feedback received after supporting SEMARNAT and key partners in the review and improvement of the roadmap. The consultant will also include materials to be presented at COP 28 by Mexican officials.

Deliverable 4. Socialization workshops’ outcomes report

A report including feedback from interested stakeholders participating in the Socialization workshops in terms of technical, economical, and policy feasibility based on inputs from the adaptation consultant. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).

PATMENT SCHEDULE

The consultant must meet the following requirements:

• (REQUIRED) Mexican citizen or a foreign resident with a current work visa.
• (REQUIRED) Professional with a graduate degree in natural sciences (e.g. biology, environmental sciences, agro-sciences or equivalent); engineering (e.g., environmental engineering); or economics (e.g. energy, climate change, environmental).
• (REQUIRED) Professional experience of at least five (5) years of which two (3) years are in vulnerability or risk assessment, adaptation actions proposal and assessment, economic assessment of adaptation actions, climate change policy analysis and development.
• (REQUIRED) Knowledge of climate change adaptation policy in Mexico.
• (REQUIRED) Experience in the development of adaptation policy documents for Mexico
• (DESIRED) Experiences of prior work with the Government of Mexico or subnational environmental authorities.
• (REQUIRED) Excellent writing and proposals drafting skills both in English and Spanish.
• Excellent skills in data analysis and critical thinking.
• Strong skills in assertive communication.
• Ability to produce deliverables with minimal supervision.
