The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote a model of economic growth known as “green growth”. The green growth model integrates variables measuring economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.
Since its establishment in 2013, GGGI has supported the government of Mexico to develop the National Climate Change Strategy and the Special Climate Change Program. Over the last decade, GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working with key counterparts to establish a solid foundation for green growth in the country. In recent years, GGGI has partnered with the Ministry of Finance and Public Credit (SHCP) and the Green Climate Fund (GCF), as well as with the United Kingdom through its UKPACT program, to improve the architecture of climate finance in the country and improve Mexico’s access to climate resources by preparing local financial institutions, highlighting the role of development banking, to access GCF funds.
GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.
Following these thematic areas, GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC, in its mitigation component, that will be the basis to define the strategy of the for the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT) for the achievement of the goals set forth in the updated NDC presented at COP 27 in 2022.
To this end, GGGI seeks technical support to collect and analyze all the information and studies that the Government of Mexico has previously developed to guide the implementation of the mitigation component of the NDC, such as the NDC implementation pathways for the mitigation of greenhouse gases and compounds and the estimation of costs and benefits associated with the implementation of the NDC, both developed by the National Institute of Ecology and Climate Change (INECC, as per its acronym in Spanish) in 2018 and 2021 respectively. As well as technical inputs generated by other organizations such as Mexico Climate Initiative (ICM, as per its acronym in Spanish).
Also, within this context, an independent mitigation consultant is needed to support GGGI Mexico in technical discussions with government and other key stakeholders, and for the organization of regional workshops, in which the main needs and projects with the greatest mitigation potential and maturity level to be implemented in the short and medium term will be identified and discussed.
Develop technical inputs to prioritize Mexican mitigation projects from AFOLU and Waste sectors, and identify and compile other viable actions, technically and economically, that will allow Mexico to achieve the objective of reducing GHG emissions by 35% with respect to the 2013 baseline, by the year 2030.
Such elements will contribute to the development of the mitigation component of the Roadmap for the Implementation of Mexico’s Nationally Determined Contribution to be presented at COP28 in December 2023.
Activities
The consultancy must carry out at least the following activities:
Deliverables
Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with the GGGI Mexico’s Sustainable Landscape Officer, the consultant will develop the following deliverables by the end of the consultancy:
Deliverable 1. Workplan.
Develop one (1) detailed work plan that includes at least the following aspects:
Deliverable 2. Mexico’s NDC mitigation component summary report and regional and institutional workshops’ outcomes report
Report including a synthesis of the reviewed documents, research papers, technical information, emissions pathways, economic and financial information focused on the implementation of Mexico’s NDC mitigation component for the aforementioned sectors.
In addition, it shall include a report including the inputs (mitigation actions, implementation barriers, etc), outcomes, and agreements reached and received during the development of the series of Regional and institutional workshops for the sectors allocated to the consultant. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).
Deliverable 3. Mitigation roadmap
A report including a detailed roadmap for the implementation of mitigation component of Mexico’s NDC including include mitigation potential (annual and accumulated), means of implementation, associated costs of implementation (direct and indirect), involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline for the sectors allocated to the consultant. The consultant should also include the identification of legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals of prioritized mitigation actions and include recommendations on how to reduce negative impacts. This report shall include inputs received after supporting SEMARNAT and key partners in the review and improvement of the roadmap.
Deliverable 4. Socialization workshops’ outcomes report
A report including the feedback from interested stakeholders participating in the Socialization workshops for the sectors allocated to the consultant. It shall also include the technical inputs, presentation materials, and data collection tools developed by the consultant to communicate the proposed implementation roadmap, along with photographic evidence and attendance lists (indicating name, position, institution, and contact information).
